FUNCTION OF WORK:
To serve as the primary assistant to the Youth Facilities Director-Statewide in the administration and oversight of all juvenile secure care facilities statewide. 

LEVEL OF WORK:
Administrator

SUPERVISION RECEIVED:
Broad from the Youth Facilities Director-Statewide. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
Direct over Youth Facility Directors. Other reporting relationships may be approved by SCS.

JOB DISTINCTIONS:
Differs from Youth Facility Director by the presence of statewide administrative responsibility for juvenile secure care facilities.

Differs from Youth Facilities Director-Statewide by the absence of executive-level authority over all juvenile secure care facilities and related operations.

Directs the day-to-day operational oversight of juvenile secure care facilities statewide through supervision of Youth Facility Directors.

Monitors facility operations to ensure compliance with agency policies, procedures, and operational standards.

Conducts site visits to secure care facilities to evaluate operational effectiveness, security practices, treatment programming, and staffing performance.

Reviews facility reports, incident summaries, and operational data to identify trends and direct corrective action when necessary.

Implements statewide operational policies, procedures, and standards governing secure care facility operations.

Provides direction and technical guidance to facility leadership regarding security operations, treatment programs, and administrative practices.

Coordinates responses to major incidents occurring within secure care facilities such as disturbances, escapes, and other emergencies.

Recommends appointment, promotion, discipline, or dismissal of staff members in accordance with agency personnel practices.

Directs the implementation of corrective action plans resulting from facility inspections, audits, investigations, or compliance reviews.

Ensures facilities maintain compliance with federal and state regulations, consent decrees, accreditation standards, and departmental policies.

Coordinates operational planning for new or expanding facilities, including staffing, logistics, and operational readiness.

Evaluates operational performance of facilities and recommends improvements to enhance efficiency, safety, and service delivery.

Maintains communication with facility leadership to address operational challenges, staffing issues, and program implementation.

Represents the Office of Juvenile Justice in meetings with external partners, local officials, and justice system stakeholders.

Serves in the absence of the statewide director when needed.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:

Eight years of experience in juvenile probation and parole, social services, counseling, or in a residential, correctional, behavioral health, or group home setting; OR

Six years of full-time work experience in any field plus five years of experience in juvenile probation and parole, social services, counseling, or in a residential, correctional, behavioral health, or group home setting; OR

A bachelor's degree plus five years of experience in juvenile probation and parole, social services, counseling, or in a residential, correctional, behavioral health, or group home setting; OR

An advanced degree in criminal justice or a social sciences field, counseling, education, public administration, or business administration plus four years of experience in juvenile probation and parole, social services, counseling, or in a residential, correctional, behavioral health, or group home setting.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTES:
An applicant who has been convicted of a misdemeanor crime of domestic violence or a felony or who is under indictment on a felony charge may be disqualified until relief from the disabilities imposed by State and Federal laws are granted.

In accordance with the Prison Rape Elimination Act (PREA) (Part 115:17) of Title 28 of the Code of Federal Regulations an applicant who has been found to have engaged in any form of sexual abuse; engaged in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable or refused will be disqualified.
