FUNCTION OF WORK:
To perform inspections for state lands and water bottoms and/or assist professionals with land surveying activities.

LEVEL OF WORK:
Advanced

SUPERVISION RECEIVED:
General from a professional land surveyor or engineer. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
May provide guidance to lower-level personnel. Other reporting relationships may be approved by SCS.

JOB DISTINCTIONS:
Differs from Land Technician 3 by the presence of responsibility for complex sub-professional tasks and/or lead worker responsibilities.

EXAMPLES OF WORK:

Leads a field crew engaged in land inspection and/or land surveying functions such as property boundary surveys, topographic surveys, elevation surveys, drainage, hydrographic and GPS surveys. Operates instruments and equipment needed for assigned tasks.

Assists in the establishment and maintenance of property boundaries by performing advanced mathematical computations, documenting measurements, taking photographs, etc.

Inspects public lands and water bottoms in order to ensure proper utilization, prevent unauthorized encroachment and possession, as well as to aid in the issuance of rights of way, permits, and leases. Reviews complex lease terms to ensure compliance.

Prepares complex, detailed inspection reports with photographic and GPS documentation. Prepares other related documentation such as travel logs, vehicle logs, etc.

Operates vehicles, boats, and ATVs to accomplish tasks in the field. Demonstrates proper operation and maintenance of assigned movables.

Interacts with government officials and private property owners on complex situations pertaining to public or private ownership of property, boundary issues, trespass complaints, or other matters.

Assists in determinations of state or private ownership of waterways by advising lower-level personnel on placing markers, operating vessels, etc. for depth studies.

Processes and edits electronic data collected by the survey field crews. Provides guidance to lower-level personnel as needed.

Assists in coordinating, reviewing, and monitoring consultants' progress and contractual obligations for the preparation of surveys and right-of-way maps.

Serves as principal survey instrument operator; reduces, calculates processes, and downloads engineering/survey data using electronic field book and personal computer.

Plots and drafts complex engineering/surveying drawings using computer and drafting software; calculates complex quantities; processes and downloads engineering/surveying data necessary to complete engineering designs and surveys.

Acts as lead worker over a team of employees and/or contracted personnel engaged in survey functions.

Coordinates consulting surveying firm employees in preparation of maps for the purchase of private property.

Performs compliance reviews for acquisition purposes.

As lead worker, organizes and oversees the daily operations of the surveying field crews.

Processes and edits electronic data collected by the survey field crews.

Use electronic survey data to prepare topographic plan sheets for plan details such as intersection layouts, drainage details, etc.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Three years of experience in an environmental science, engineering or engineering technology, spatial and mapping technology, forestry, ecology, land surveying, land management, or operation and/or maintenance of mobile equipment; OR

Eighteen semester hours in either architecture, cartography, construction, drafting, engineering, GIS, a physical science, or in an industrial or mathematics discipline.
