FUNCTION OF WORK:
To determine eligibility for benefits and calculation of retirement benefits due retirement system members in accordance with state and federal laws and regulations.

LEVEL OF WORK:
Advanced

SUPERVISION RECEIVED:
General from a Retirement Benefits Supervisor or higher-level personnel.

SUPERVISION EXERCISED:
None.

JOB DISTINCTIONS:
Differs from Retirement Benefits Analyst 3 by the presence of responsibility for performing highly complex and impacting tasks that require an extensive, detailed knowledge of state and federal laws and regulations.

Differs from Retirement Benefits Specialist by the absence of serving as a technical expert for retirement programs or by serving as a program expert for a specialized information, education and/or training program within a statewide retirement system.

EXAMPLES OF WORK:
EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.

Performs highly complex tasks in a particular area of retirement processing, such as disability retirements, actuarial cost computations or Deferred Retirement Option Plan (DROP), etc.

Checks and audits work of analysts with less experience before member benefits/records are finalized.

Provides field counseling for members and represents the retirement system at public meetings.

May assist lower-level analysts with counseling individual members on specific situations.

Audits member records to confirm continued eligibility for the Deferred Retirement Option Plan (DROP) as well as for the survivor, disability and minor child benefits.

Finalizes retirement benefits and estimates, including advances on final benefit payments, deposits to and disbursements from member DROP accounts and any adjustments to benefit payments due to changes in outside earnings or age.

Provides guidance on examining medical reports received on disability retirees to assist lower-level analysts in determining if they should be sent to the State Medical Disability Board.

Provides counseling to retirees on highly complex situations.

Confers with school boards, colleges and universities, vocational and technical institutes, state agencies, other retirement systems and individual members on a variety of retirement-related matters.

Prepares correspondence explaining the provisions of the Retirement System laws, rules and regulations and the method of computation to determine eligibility and retirement allowances. May review correspondence prepared by lower-level analysts.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Six years of experience in employee benefits; OR

Six years of full-time experience in any field plus three years of experience in employee benefits; OR

A bachelor's degree plus three years of experience in employee benefits; OR

A Certified Retirement Counselor (CRC) or Certified Employee Benefit Specialist (CEBS) designation plus two years of experience in employee benefits.

EXPERIENCE SUBSTITUTIONS:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
