FUNCTION OF WORK:To serve as a program manager for one or more information technology functions that are outside of the scope of the Office of Technology Services.
LEVEL OF WORK:SUPERVISION RECEIVED:Broad direction from a higher-level manager, administrator or executive. Other reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:Functional over agency personnel as relative to the assigned information technology program area. Other reporting relationships may be approved by SCS.
JOB DISTINCTIONS:Differs from IT Supervisor by the presence of information technology program management responsibilities that are outside of the scope of the Office of Technology Services.
Differs from IT Manager by the absence of managerial responsibilities for one or more information technology functions that are outside of the scope of the Office of Technology Services.

At this level, incumbents serve in a programmatic role for either a highly complex area of information technology or as the sole information technology professional at an agency. Incumbents at this level have responsibility for determining information technology strategic goals and objectives for the assigned area, as well as budgetary responsibility.
Plans, implements, and evaluates goals and results for the assigned information technology area. Responsible for maintaining the budget and expenditures for the program.
Provides information technology services, strategic planning, consulting, program management, and project management for the assigned area.
Conducts research and program evaluation activities in order to gauge programmatic effectiveness and efficiency. Collects, tabulates, and analyzes information to address operational demands related to information technology projects, policies, processes, and programs.
Conducts cost-benefit analyses and makes recommendations to agency management regarding information technology processes and programs.
Coordinates with information technology vendors as relative to the assigned program area. Assists in the preparation of a multi-year strategic plan for the agency by collaborating with agency management to define strategic information technology goals and measurable objectives.
Prepares reports and publications as needed relative to the agency's information technology activities.
May present to agency personnel and other outside entities as needed to educate on appropriate technology use, new technologies, etc.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Seven years of experience in information technology; OR
Six years of full-time work experience in any field plus five years of experience in information technology; OR
An associate's degree in information technology plus five years of experience in information technology; OR
A bachelor's degree plus five years of experience in information; OR
A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology; OR
A master's degree plus four years of experience in information technology.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
