FUNCTION OF WORK:
To provide analyses relative to business technology activities that are outside of the scope of the Office of Technology Services.

LEVEL OF WORK:
Advanced

SUPERVISION RECEIVED:
General from a Business Technology Supervisor or IT Manager. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
May provide guidance to lower-level personnel.

JOB DISTINCTIONS:
Differs from Business Technology Analyst 2 by the presence of advanced-level tasks relative to business technology activities that are outside of the scope of the Office of Technology Services.

Differs from Business Technology Specialist 1 by the absence of serving as a technical lead for business technology activities that are outside of the scope of the Office of Technology Services.

Business technology activities are those that focus on translating the business needs of the agency that support its mission and objectives into technical solutions. At this level, incumbents apply an advanced knowledge of information technology assets from both user and technical perspectives.

Conducts advanced-level technical analyses of agency initiatives, business processes, and/or information technology systems to assist in providing innovative technical solutions to meet user needs.

Provides recommendations on potential technical solutions to higher-level business technology personnel; may attend project meetings with agency users, as well as with applications, information security, and/or technical support teams to explain recommendations.

Analyzes and tests proposed technology solutions to determine if business needs will be met and prepares related documentation.

Observes higher level professionals in meetings with various stakeholders; gains an understanding of how complex business process changes affect applications systems development, information security, and other technical activities.

Communicates with users to explain technology changes as it relates to the agency's operations. Prepares a variety of official communications relative to the technical changes.

Conducts advanced project analyses relative to technology initiatives, business processes, and/or systems.

Develops course content and provides training to users relative to the assigned technology. Establishes user requirements, translates requirements, determines system specifications, and develops user support materials.

Serves as liaison between programmatic staff and technical staff to facilitate project completion.

Prepares technical reports for assigned projects.

Assists higher-level professionals with business technology system design and development activities.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Five years of experience in information technology, project management or business analysis; OR

Six years of full-time work experience in any field plus three years of experience in information technology, project management or business analysis; OR

An associate's degree in information technology plus three years of experience in information technology, project management or business analysis; OR

A bachelor's degree plus three years of experience in information technology, project management or business analysis; OR

A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology, project management or business analysis; OR

A master's degree plus two years of experience in information technology, project management or business analysis.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
