FUNCTION OF WORK:To serve as a technical lead for applications development activities that are outside of the scope of the Office of Technology Services.
LEVEL OF WORK:SUPERVISION RECEIVED:General from an IT Supervisor or IT Manager. Other reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:May provide functional supervision over lower-level personnel.
JOB DISTINCTIONS:Differs from IT Applications Developer 3 by the presence of serving as a technical lead for applications development activities that are outside of the scope of the Office of Technology Services.
Differs from IT Applications Specialist 2 by the absence of serving as a technical lead for complex applications development activities that are outside of the scope of the Office of Technology Services.

Serves as a technical lead by leading a project team, training lower-level applications personnel, and by serving as the lead for one or more applications program areas of significant scope and complexity. Develops applications system solutions. Develops system design and plans testing activities.
Evaluates and analyzes requests for applications enhancements or development projects; provides recommendations on project priorities to supervisory and/or management personnel.
Meets with users and/or vendors to determine needs, outline parameters, and evaluate results.
Oversees development of user guides and production run books. May provide input into guides for application system changes.
Defines data elements and designs structure for large databases; ensures data elements are properly converted into dictionary form.
Performs applications system maintenance activities to ensure seamless integration across all components. Provides updates on project statuses to supervisory and/or management personnel.
Applies an understanding of the application system landscape in order to ensure that applications system development activities are successful. Reviews the work of lower-level personnel relative to the development of specific applications system components.
Leads a team of IT professionals to ensure continuity of the application system lifecycle; oversees applications maintenance activities and guides the team in developing solutions to address future needs.
Responds to application system troubleshooting requests. Provides troubleshooting guidance to lower-level IT personnel as needed.
Responds to applications emergencies as needed. Resolves system issues and guides lower-level personnel in emergency resolutions.
Provides technical advice, assistance, and guidance to IT personnel who are less experienced or familiar with a specific programming language.
Participates in the development and continuous improvement for applications development, maintenance, testing, debugging, and documentation of procedures. Serves as a liaison for information technology vendors, technology users, and agency management relative to the assigned applications area.
Researches and evaluates new application technologies; provides recommendations to supervisory and/or management personnel to improve application performance and align with the agency's goals and objectives.
Provides training to applications staff on databases, tools, techniques, and procedures as it pertains to the assigned applications area.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Six years of experience in information technology; OR
Six years of full-time work experience in any field plus four years of experience in information technology; OR
An associate's degree in information technology plus four years of experience in information technology; OR
A bachelor’s degree plus four years of experience in information technology; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus three years of experience in information technology; OR
A master’s degree plus three years of experience in information technology.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
