FUNCTION OF WORK:To analyze and develop information technology applications that are outside of the scope of the Office of Technology Services.
LEVEL OF WORK:SUPERVISION RECEIVED:General from an IT Supervisor or IT Manager. Other reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:May provide guidance to lower-level personnel.
JOB DISTINCTIONS:Differs from IT Applications Developer 2 by the presence of advanced-level tasks relative to applications development activities that are outside of the scope of the Office of Technology Services.
Differs from IT Applications Specialist 1 by the absence of serving as a technical lead for applications development activities that are outside of the scope of the Office of Technology Services.

Designs, codes, compiles, tests, debugs, modifies and documents new or existing applications programs within accepted standards, procedures and guidelines. May provide guidance to lower-level personnel to ensure coding meets established standards.
Writes user guides and production run books for new and modified applications. May review revisions of lower-level personnel.
Performs applications maintenance activities to help ensure seamless integration with hardware and other components of the relevant systems. Confers with higher-level personnel on results of testing activities.
Defines data elements; writes and compiles definitions and descriptions of data elements into dictionary form. May review the work of lower-level personnel to ensure definitions meet established standards.
Applies a working knowledge of the application portfolio and its various components in order to ensure that applications development activities are successful. May review the work of lower-level personnel to ensure that coding meets established standards.
Collaborates, as part of a team, to ensure continuity of the application lifecycle by assisting higher-level IT personnel in developing solutions to address future needs.
Responds to troubleshooting requests for application components requiring advanced-level analysis.
Responds to applications emergencies as needed. May guide lower-level personnel in emergency resolutions for a specific component.
Provides technical advice, assistance, and guidance to IT personnel who are less experienced or familiar with a specific programming language.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Five years of experience in information technology; OR
Six years of full-time work experience in any field plus three years of experience in information technology; OR
An associate's degree in information technology plus three years of experience in information technology; OR
A bachelor's degree plus three years of experience in information technology; OR
A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology; OR
A master's degree plus two years of experience in information technology.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
