FUNCTION OF WORK:
To plan and direct all phases of the statewide program of juvenile probation, parole and community-based services and programs within the Division of Youth Services.

LEVEL OF WORK:
Administrator

SUPERVISION RECEIVED:
Administrative direction from the unclassified Assistant Secretary of the Division of Youth Services.

SUPERVISION EXERCISED:
Direct line over Probation and Parole Regional Administrators--Juvenile.

LOCATION OF WORK:
Department of Public Safety and Corrections, Office of Juvenile Justice.

JOB DISTINCTIONS:
Differs from Probation and Parole Regional Administrator by the presence of exercising ultimate authority for all division activities and providing administrative direction in all areas.

EXAMPLES OF WORK:

Directs and coordinates all operations and activities of the Division of Probation and Parole--Juvenile headquarters, regional, and district offices.

Formulates, disseminates, and interprets policies, procedures, and legislation affecting all division activities.

Administers the preparation of the budget and the oversight of the budget and expenditures.

Approves all personnel actions for the Division including hiring and promoting personnel.

Monitors and provides administrative direction to regional administrators and those responsible for a variety of rehabilitative and special community-based programs for juvenile offenders.

Assures the resolution of concerns relative to offenders, their families, employees, and the public.

Serve as a member of the Secretary's management team by addressing issues of departmental concern.

Represents the State of Louisiana in national associations and participates in negotiating reciprocal agreements with other states.

Speaks to civic groups, governmental boards, and other interested parties to explain the division's programs and objectives.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Either of the following options will qualify:

1. A baccalaureate degree plus five years of professional level experience in juvenile probation and parole. Two years of this experience must have been at the supervisory level.

2. A baccalaureate degree plus five years of professional level experience in social services, counseling, or in a residential, correctional, mental health or group home setting with responsibility for one of the following: rehabilitation of delinquent youth, clinical care, custody, or security. Two years of this experience must have been at the supervisory level.

NOTE:
Experience can be a combination of the two above options to meet the five year requirement.

SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

A master's degree in corrections, criminology, criminal justice, penology, human service counseling, psychology, social work, education, public administration, business administration, behavioral science, or social science fields will substitute for one year of the required experience.

Graduate training in corrections, criminology, criminal justice, penology, human service counseling, psychology, social work, education, public administration, business administration, behavioral science, or social science fields will substitute on the basis of thirty semester hours for one year of experience.

Graduate training and degrees without attaining a Ph.D. will substitute for a maximum of one year of the required experience.

A Ph.D. in corrections, criminology, criminal justice, penology, human service counseling, psychology, social work, education, public administration, business administration, behavioral science, or social science fields will substitute for two years of the required experience.

NOTE:
All graduate training and degrees including the Ph.D. will substitute for a maximum of two years of the required experience.

NECESSARY SPECIAL REQUIREMENTS:
An applicant who has been convicted of a misdemeanor crime of domestic violence or a felony, or who is under indictment on a felony charge will be disqualified until relief from the disabilities imposed by state and federal laws is granted.

NOTE:
Any college hours or degree must be from an accredited college or university.
