FUNCTION OF WORK:
To administer a division of the Office of Technology Services.

LEVEL OF WORK:
Administrator

SUPERVISION RECEIVED:
Broad direction from a higher-level administrator or executive. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
Direct over IT Statewide Directors. Other reporting relationships may be approved by SCS.

JOB DISTINCTIONS:
Differs from IT Statewide Director 3 by the presence of responsibility for administering a division of the Office of Technology Services.

Differs from IT Statewide Administrator 2 by the absence of responsibility for administering a highly complex division of the Office of Technology Services.

Administers a division of the Office of Technology Services, usually consisting of multiple sections; includes responsibility for personnel administration, division operations, budget and strategic planning.

Oversees the work of section directors by formally assessing subordinate performance and providing training and guidance as necessary.

Ensures efficiency in operational performance of section managers and other subordinate staff by formally assessing performance, overseeing operations, mitigating areas of concern across the division, and providing recommendations to executive management.

Develops current and long-range programs, plans and policies for a division.

Directs analyses of the impact of federal, state and local laws, regulations and procedures on the division's information technology resources and services.

Conducts staff meetings and conferences with section managers to discuss operating problems, organization, budgetary matters, personnel matters, technical problems and the status of programs and projects.

Confers with executive management to establish division priorities for the provision of consulting and technical services to customer agencies including the plans to implement or deliver information technology resources and services.

Oversees normal, high priority, and emergency enterprise change management processes for the division by serving as a member of the change control group; coordinates the impact analysis for change requests and implements change deployments as scheduled for the respective division.

Directs the development of lines of service for the division and assesses rates to ensure cost-recovery of services provided to agency clients.

Administers resources and directs research efforts into emerging technologies, including proof-of-concept investigations.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
One year of the required experience for the following minimum qualifications must have been at the supervisory level or above:

Eight years of experience in information technology or administrative services; OR

Six years of full-time work experience in any field plus six years of experience in information technology or administrative services; OR

An associate's degree in information technology plus six years of experience in information technology or administrative services; OR

A bachelor's degree plus six years of experience in information technology or administrative services; OR

A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus five years of experience in information technology or administrative services; OR

A master's degree plus five years of experience in information technology or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any area.

NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
