FUNCTION OF WORK:
To manage a defined organizational unit of the Office of Technology Services with responsibility for a statewide technology service or technology platform.

LEVEL OF WORK:
Manager

SUPERVISION RECEIVED:
Broad direction from an IT Statewide Director. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
Direct over IT Statewide professionals. Other reporting relationships may be approved by SCS.

JOB DISTINCTIONS:
Differs from IT Statewide Manager 2 by the presence of managerial authority for a defined organizational unit of the Office of Technology Services with responsibility for a highly complex statewide technology service or technology platform.

Differs from IT Statewide Director 1 by the absence of responsibility for directing a section of the Office of Technology Services.

Exercises managerial responsibility for a defined organizational unit of OTS; includes responsibility for personnel management and unit operations.

Manages a highly complex technology service designed to facilitate the use of technology by enterprises and end users. Ensures that the unit provides specialized technology-oriented solutions by combining the processes and functions of software, hardware, networks, telecommunications and electronics to meet client needs.

Ensures technology services are in compliance with state and federal policies and guidelines. Coordinates the provision of services with customer entities.

Manages a highly complex technology platform that includes a group of technologies that are used as a base upon which other applications, processes or technologies are developed or serve to enable.

Provides input into strategic planning relative to the work unit.

Manages the work unit by formally assessing subordinate performance and providing training and guidance as necessary. Ensures efficiency in operational performance by monitoring work assignments, mitigating areas of concern, and providing recommendations to higher-level OTS personnel to improve unit performance.

Manages operational activities for the organizational unit; coordinates with team leads in order to relay project statuses to upper management.

Ensures subordinate staff comply with OTS policies and procedures. Provides recommendations to upper management for changes in policy and/or procedures to improve operational performance.

Oversees highly complex information technology systems having statewide implications; plans and coordinates conversion and implementation projects for the assigned area.

Establishes and implements technology plans for a defined organizational unit for the Office of Technology Services. Ensures subordinate personnel execute technology plans in accordance with performance expectations.

Provides input regarding the impact of new legislation, rules, regulations and policies as it relates to highly complex information technology systems having statewide implications.

Manages the activities of contracted resources by monitoring and prioritizing work assignments, ensuring assigned work is completed timely, efficiently, and using established procedures, as well as coordinating with the contracted vendor to replace a contracted resource if resource(s) prove insufficient.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Seven years of experience in information technology or administrative services; OR

Six years of full-time work experience in any field plus five years of experience in information technology or administrative services; OR

An associate's degree in information technology plus five years of experience in information technology or administrative services; OR

A bachelor's degree plus five years of experience in information technology or administrative services; OR

A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services; OR

A master's degree plus four years of experience in information technology or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
