FUNCTION OF WORK:To support statewide information technology operations by serving as a program manager for an assigned operational function.
LEVEL OF WORK:SUPERVISION RECEIVED:Direct from an IT Statewide Manager. Other reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:May provide direct or functional supervision over lower-level OTS personnel. Other reporting relationships may be approved by SCS.
JOB DISTINCTIONS:Differs from OTS Statewide Operations Senior Analyst 1 by the presence of program management responsibility for an assigned statewide information technology operations function.
Differs from IT Statewide Managers by the absence of managerial authority for a defined organizational unit of the Office of Technology Services with responsibility for a statewide technology service or technology platform.

Serves as program manager for an assigned operational function of the Office of Technology Services such as cost allocation, supply chain, contracts, fiscal support, etc. As program manager, responsible for assisting management in planning, implementing, and evaluating goals and results for the assigned operational function.
Reviews recommendations made by lower-level personnel; may exercise direct or functional supervision. Accountable for consistency and accuracy for the assigned operational function; provides recommendations to management in order to improve operational efficiencies relative to work processes performed by lower-level personnel.
Coordinates the development of cost allocation models, and develops the statewide cost allocation plan for information technology services; provides recommendations to management for revisions to cost allocations.
Oversees the preparation of fiscal analyses relative to the statewide information technology operational function for the Office of Technology Services. Provides recommendations to management for fiscal operations.
Develops and maintains the OTS financial structure by establishing cost centers and reporting categories for fiscal operations.
Reviews recommendations for changes to budgetary requirements and methods of cost recovery to support OTS operational needs; recommends approval to management.
Leads the most complex negotiations and recommends statewide information technology contracts to be processed for executive approval.
Approves the development of product specifications and Requests for Proposals relative to statewide information technology operational needs.
Assesses results of operational projects, reports, and other activities. Recommends changes to performance indicators as needed.
Oversees analyses of emerging hardware technologies and/or software products; approves recommendations for statewide information technology acquisitions.
Provides consultations and recommendations to management and executives for statewide information technology purchases and projects; provides technical operational assistance to lower-level personnel as needed.
Reviews and approves necessary documentation for the assigned operational function; ensures appropriate maintenance of associated records.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Seven years of experience in information technology or administrative services; OR
Six years of full-time work experience in any field plus five years of experience in information technology or administrative services; OR
An associate’s degree in information technology or accounting plus five years of experience in information technology or administrative services; OR
A bachelor’s degree plus five years of experience in information technology or administrative services; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services; OR
A master’s degree plus four years of experience in information technology or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
