FUNCTION OF WORK:To support statewide information technology operations by conducting analyses for an assigned operational function.
LEVEL OF WORK:SUPERVISION RECEIVED:Direct from a higher-level OTS Statewide professional with assigned supervisory responsibilities. Other reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:May provide direct or functional supervision over lower-level OTS personnel. Other reporting relationships may be approved by SCS.
JOB DISTINCTIONS:Differs from OTS Statewide Operations Associate 4 by the presence of moderately complex analyses for an assigned statewide information technology operations function.
Differs from OTS Statewide Operations Analyst 2 by the absence of complex analyses for an assigned statewide information technology operations function.

Conducts moderately complex technical analyses for an assigned operational function of the Office of Technology Services such as cost allocation, supply chain, contracts, fiscal support, etc.
Reviews and audits work of associates to ensure consistency and accuracy for the assigned operational function. May exercise direct or functional supervision over associates.
Participates in negotiations and develops moderately complex information technology contracts and amendments.
Prepares moderately complex Task Order Request for Responses (TORFRs), statements of work, etc.
Prepares moderately complex analyses relative to current rates and cost allocations; develops forecasts to support cost recovery for statewide information technology services.
Distributes work assignments to associates for the assigned operational function.
Guides associates on non-standard billings, such as for large, one-time information technology purchases.
Prepares moderately complex fiscal analyses relative to statewide information technology expenditures to support operational functions for the Office of Technology Services.
Develops moderately complex product specifications and Requests for Proposals relative to statewide information technology operational needs; coordinates with the Office of State Procurement in accordance with applicable laws and procedures.
Conducts moderately complex analyses to resolve concerns related to customer accounts.
Consults with OTS personnel, agency clients, and vendors as necessary to advise of appropriate actions to remedy the situation while ensuring compliance with applicable laws, regulations, policies, and procedures.
Provides recommendations for moderately complex statewide information technology acquisitions and obtains necessary approvals. Provides oversight of associates engaged in information technology acquisitions with vendors.
Assists in the development of moderately complex technical budgets for statewide information technology operations; participates in the reviewing, monitoring, and reconciliation of assigned budgets.
Assesses trend data and prepares moderately complex graphs, reports, and forecasts.
Analyzes moderately complex information technology contracts, agreements, and licenses to ensure that expiration dates are identified in advance of termination and renewals are processed timely.
Assists in developing processes and procedures relative to the assigned OTS operational function.
Analyzes emerging hardware technologies and/or software products to assess suitability, as well as the time frame for moderately complex acquisitions and implementations.
Consults on technical requirements for moderately complex statewide information technology purchases and provides technical operational assistance to support OTS projects.
Plans, organizes, and coordinates moderately complex information technology purchases of commodities and services.
Prepares necessary documentation for the assigned operational function and maintains associated records.
Analyzes vendor records, contract documents, billings, program reports, etc. to assess compliance with applicable terms and conditions. Takes action to resolve any areas of concern, such as recommending revisions to business processes.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Five years of experience in information technology or administrative services; OR
Six years of full-time work experience in any field plus three years of experience in information technology or administrative services; OR
An associate’s degree in information technology or accounting plus three years of experience in information technology or administrative services; OR
A bachelor’s degree plus three years of experience in information technology or administrative services; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology or administrative services; OR
A master’s degree plus two years of experience in information technology or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
