FUNCTION OF WORK:To assist in supporting statewide information technology operations functions.
LEVEL OF WORK:SUPERVISION RECEIVED:Direct from a higher-level OTS Statewide professional with assigned supervisory responsibilities. Other reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:JOB DISTINCTIONS:Differs from IT Statewide jobs by the presence of assisting in OTS operations support functions such as the billing, contracting, and procurement of technical information technology hardware, software, technical services, and other related technologies.
Differs from OTS Statewide Operations Associate 2 by the absence of independence in performing basic tasks in support of an assigned statewide information technology operations function.

Becomes familiar with technical products and services in order to review and reconcile invoices for statewide information technology purchases.
Learns about business operations within OTS by receiving instruction on business rules, state policies, and related procedures.
Learns to prepare various reports for statewide information technology operations activities.
Assists in maintaining records relative to OTS operations functions.
Learns to coordinate IT acquisitions and/or other operational needs with vendors by receiving assistance from higher-level personnel.
Learns to audit basic information technology invoices; checks for accuracy, receipt of material, and compliance with purchase orders.
Learns to use systems and apply processes, such as LaGov, for receiving and responding to inquiries regarding procurement and/or other operational functions.
Learns the process for creating and modify technical purchase orders, and shopping carts through working with higher-level personnel and formal classroom training.
Learns Louisiana Office of State Purchasing rules and process as they apply to purchasing information technology goods and services.
Introduced to IT requisitions; learns how to ensure that the product specifications are accurate and within the IT procurement guidelines.
Learns how to verify vendor billing for IT hardware or software components as described in the purchase order and/or contract agreement.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Two years of experience in information technology; OR
Six years of full-time work experience in any field; OR
An associate’s degree in information technology or accounting; OR
A bachelor’s degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
