FUNCTION OF WORK:
Serves as a program administrator for multiple, highly complex statewide information technology projects, products and/or portfolios.

LEVEL OF WORK:
Program Manager

SUPERVISION RECEIVED:
Direct from a higher-level IT Statewide Senior Program Manager, Director or Administrator. May also receive supervision on a project basis from other IT Statewide professionals. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
May provide direct or functional supervision over lower-level IT Statewide personnel. Other reporting relationships may be approved by SCS.

JOB DISTINCTIONS:
Differs from IT Statewide Senior Program Manager 1 by the presence of responsibility for administering multiple, highly complex statewide information technology projects, products and/or portfolios.

Differs from IT Statewide Senior Program Manager 3 by the absence of responsibility for administering multiple, mission critical statewide information technology projects, products and/or portfolios.

Performs program administration for multiple, highly complex information technology initiatives by providing leadership in the application of project and portfolio management methodology and oversight for project management, documentation, quality assurance, scope assessment, and risk assessment in order to ensure successful implementation of supported projects.

Meets with management at the Department level, including Department Undersecretaries, Agency Directors/Fiscal Officers, Program Leaders, and IT leadership, to coordinate successful project implementation and completion.

Facilitates request intake and ideation process of projects and programs into the portfolio; navigates processes for funding and execution.

Balances and homogenizes the IT Portfolio by helping to identify and prioritize work, align work with strategic goals, and optimize resources by aligning them with the critical needs of the organization.

Continuously improves Program and Project governance and planning capabilities of the State by integrating optimal planning, organizing, acquiring, implementing, delivering, supporting, and monitoring of IT project and program performance.

Manages and assigns duties to the project team and other OTS resources as required by the project work plan.

May exercise functional supervision over multi-disciplined project teams; suggests changes to the team structure to better suit individual project needs.

Assists with enhancing the project and portfolio management document library and standards by developing resources, identifying needs for resources, and/or reviewing documentation such as for project initiation, requirements definitions, project plans, training guides, testing plans, scope definitions, communications, dashboards, and risk management assessments.

Reviews and evaluates potential impacts of new and emerging technologies on staff and supported projects. Review and recommend software products, tools, and training courses, as well as develop specifications for RFPs and negotiate with vendors.

Performs special tasks as assigned. This may include directing another team in the absence of the manager, assisting in the preparation of specialized reports, serving on design review committees and Quality Assurance teams for statewide projects, participating in the development and review of project and portfolio management policies and procedures, etc.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Seven years of experience in information technology, program management, project management, or business analysis; OR

Six years of full-time work experience in any field plus five years of experience in information technology, program management, project management or business analysis; OR

An associate's degree in information technology plus five years of experience in information technology, program management, project management or business analysis; OR

A bachelor's degree plus five years of experience in information technology, program management, project management or business analysis; OR

A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology, program management, project management or business analysis; OR

A master's degree plus four years of experience in information technology, program management, project management or business analysis.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
