FUNCTION OF WORK:To develop applications for information technology database and/or software systems either independently or through the technical review of contracted programming services.
LEVEL OF WORK:SUPERVISION RECEIVED:Direct from a higher-level IT Statewide professional with assigned supervisory responsibilities. May also receive supervision on a project basis from other IT Statewide professionals. Other reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:May provide direct or functional supervision over lower-level IT Statewide personnel. Other reporting relationships may be approved by SCS.
JOB DISTINCTIONS:Differs from IT Statewide Applications Developer 4 by the presence of responsibility for developing moderately complex information technology applications.
Differs from IT Statewide Applications Senior Developer 2 by the absence of responsibility for developing complex information technology applications.

Designs, codes, compiles, tests, debugs, modifies and documents moderately complex applications.
Oversees revisions to user guides and production run books for moderately complex changes.
Provides technical advice, assistance, and guidance to other IT professionals as necessary.
Defines data elements, designs structure for databases, and converts data elements into dictionary form for use by IT professionals and users.
Responds to computer system emergencies and resolves problems in consultation with other Information Technology applications staff or end user personnel.
Meets with users and/or vendors to determine needs, outline parameters, and evaluate results.
Resolves moderately complex application problems; when necessary, consults with other IT professionals and/or users.
Evaluates and analyzes requests for moderately complex enhancements or development projects.
Participates in the development and continuous improvement of procedures for moderately complex applications maintenance, testing, debugging, and documentation.
Provides applications system support by leading a team of IT professionals for moderately complex application development projects; oversees quality assurance for the team by providing training and making recommendations for corrective actions.
Leads a team of IT professionals to ensure continuity of the application lifecycle; oversees applications maintenance activities and guides the team in developing solutions to address future needs.
Meets the needs of client agencies by serving as a liaison with vendors, customers, and agency management for moderately complex applications.
Responds to troubleshooting requests for moderately complex applications; audits coding of lower-level developers and provides corrective guidance on abends.
Evaluates new applications technologies and associated procedures.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Five years of experience in information technology; OR
Six years of full-time work experience in any field plus three years of experience in information technology; OR
An associate's degree in information technology plus three years of experience in information technology; OR
A bachelor's degree plus three years of experience in information technology; OR
A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology; OR
A master's degree plus two years of experience in information technology.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
