FUNCTION OF WORK:To direct information technology initiatives, business processes, and/or systems for an assigned section.
LEVEL OF WORK:SUPERVISION RECEIVED:Direct from a IT Statewide Senior Program Manager, Director or Administrator. May also receive supervision on a project basis from other IT Statewide professionals. Other reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:May provide direct or functional supervision over lower-level IT Statewide personnel. Other reporting relationships may be approved by SCS.
JOB DISTINCTIONS:Differs from IT Statewide Senior Analyst 2 by the presence of strategic responsibility for all information technology initiatives, business processes, and/or systems for an assigned section.
Differs from IT Statewide Managers by the absence of managerial authority for a defined organizational unit of the Office of Technology Services with responsibility for a statewide technology service or technology platform.

Communicates with high-level staff in agencies in order to ensure compliance for the business functions carried out within the statewide system.
Oversees current activities of a statewide operation/system providing long term support planning and enhancement project implementation strategies, assisting management with the oversight of statewide monitoring and support activities and developing succession plans for system support staff.
Formulates fiscal year projections for statewide system lines-of-service by evaluating hardware, software, staffing and licensing costs. Coordinates activities related to projecting new statewide system implementation costs based on DOA and OTS requirements.
Develops short and long-range statewide system goals and assists OTS Executive Management with strategic planning. Performs yearly risk assessment of services and produces corresponding mitigation strategies that include detailed succession planning. Works with agency executives to identify service enhancements; oversees the prioritization and delivery of new services.
Publishes policies and procedures for statewide systems based on state and federal laws, user steering group decisions, Civil Service rules and the strategic direction of the Division of Administration and the Office of Technology Services.
Oversees the implementation of statewide system development life cycle processes.
Produces current statewide capacity planning documentation and assists with the analysis in relation to proposed alternatives.
Evaluates, analyzes and prepares information and recommendations on statewide projects of the largest scope and highest complexity related to operating and managing an information system. Conveys proposals of large-scale enhancements to OTS Management staff and agency management teams as necessary.
Conducts periodic analyses with compliance-monitoring agencies for each business component to assess system user experience, screen/process flow, report availability, etc. to identify any areas in which improvements should be considered. Ensure these agencies receive adequate training on system processes and available reporting.
Maintains a satisfactory audit posture by assisting in developing responses to audit findings.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Seven years of experience in information technology, project management, business analysis or administrative services; OR
Six years of full-time work experience in any field plus five years of experience in information technology, project management, business analysis or administrative services; OR
An associate's degree in information technology plus five years of experience in information technology, project management, business analysis or administrative services; OR
A bachelor's degree plus five years of experience in information technology, project management, business analysis or administrative services; OR
A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology, project management, business analysis or administrative services; OR
A master's degree plus four years of experience in information technology, project management, business analysis or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
