FUNCTION OF WORK:To direct information technology initiatives, business processes, and/or systems for an assigned program area.
LEVEL OF WORK:SUPERVISION RECEIVED:Direct from a IT Statewide Senior Program Manager, Director or Administrator. May also receive supervision on a project basis from other IT Statewide professionals. Other reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:May provide direct or functional supervision over lower-level IT Statewide personnel. Other reporting relationships may be approved by SCS.
JOB DISTINCTIONS:Differs from IT Statewide Senior Analyst 1 by the presence of strategic responsibility for directing information technology initiatives, business processes, and/or systems for an assigned program area.
Differs from IT Statewide Senior Analyst 3 by the absence of strategic responsibility for all information technology initiatives, business processes, and/or systems for an assigned section.

Directs the analysis of requested changes and enhancements to complex integrated statewide systems.
Evaluates the impact of new legislation, rules, regulations, and policies on the organization and statewide systems.
Assists in the preparation of OTS strategic plans, operational plans, and performance indicators; makes recommendations for long-range system plans.
Provides expert assistance to state agencies and departments in the resolution of mission critical business and/or technical problems. Initiates and promotes prudent reporting solutions to agency executive management teams. Directs/assists in the preparation of highly complex specialized reports.
Prepares business requirements for professional service contracts with vendors to support, enhance or maintain mission critical statewide system software.
Monitors the performance of contractors.
Reviews and evaluates the potential impact of new and emerging technologies on mission critical projects and/or systems; this may include providing recommendations on software products, tools, and training courses, as well as developing specifications for RFPs and negotiating with vendors as needed.
Serves on design review committees and Quality Assurance teams for mission critical projects.
Facilitates collaborative application design focusing on the sharing of data across OTS-developed statewide and agency-specific systems.
Identifies, researches and assists in resolving issues resulting from data exchange processes for mission critical programs; coordinates and consults with other IT professionals and agency stakeholders.
Provides advice, assistance, and guidance to other IT professionals in area of expertise.
Reviews and evaluates the potential impact of new and emerging technologies on mission critical projects and/or systems; this may include providing recommendations on software products, tools, and training courses, as well as developing specifications for RFPs and negotiating with vendors as needed.
Leads cross-agency user influence/steering groups to address issues and gather feedback for enhancements of statewide scope.
Reviews latest enhancements released for the statewide system platform, assesses value to the user community, and determines viability of incorporation in conjunction with application developers. Provides recommendations as to a proposed timeline of implementation and may coordinate related user training.
Assists in cross training other IT professionals by providing guidance and knowledge transfer in area of expertise.
Maintains a satisfactory audit posture by ensuring specifications are clearly defined and associated testing is properly documented. When necessary, provides recommendations to improve compliance.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Seven years of experience in information technology, project management, business analysis or administrative services; OR
Six years of full-time work experience in any field plus five years of experience in information technology, project management, business analysis or administrative services; OR
An associate's degree in information technology plus five years of experience in information technology, project management, business analysis or administrative services; OR
A bachelor's degree plus five years of experience in information technology, project management, business analysis or administrative services; OR
A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology, project management, business analysis or administrative services; OR
A master's degree plus four years of experience in information technology, project management, business analysis or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
