FUNCTION OF WORK:
To perform expert analyses of information technology initiatives, business processes, and/or systems.

LEVEL OF WORK:
Expert

SUPERVISION RECEIVED:
Direct from a IT Statewide Senior Program Manager, Director or Administrator. May also receive supervision on a project basis from other IT Statewide professionals. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
May provide direct or functional supervision over lower-level IT Statewide personnel. Other reporting relationships may be approved by SCS.

JOB DISTINCTIONS:
Differs from IT Statewide Analyst 3 by the presence of expert-level analyses for information technology initiatives, business processes, and/or systems.

Differs from IT Statewide Senior Analyst 2 by the absence of strategic responsibility for directing information technology initiatives, business processes, and/or systems for an assigned program area.

EXAMPLES OF WORK:

Analyzes changes, enhancements and/or system designs to ensure statewide data integrity and that all impacted integration points between affected business components have been accounted for; translates business requirements into functional specifications.

Assigns, oversees and reviews work of other IT professionals; ensures quality of work, timeliness, and efficiency of implementation.

Oversees design, test plan, revisions to user training, and associated documentation for changes to system programs/functionality. Verifies that all changes meet accepted standards and align with monitoring requirements.

Meets with users to determine needs and evaluate results for mission critical projects. May lead a cross agency user influence/ steering group.

Oversees formal system test procedures of mission critical application systems.

May review and evaluate the potential impact of new and emerging technologies on mission critical projects and/or systems; this may include providing recommendations on software products, tools, and training courses, as well as developing specifications for RFPs.

Leads a team of IT professionals in providing consulting services to agencies who request training targeted at specific information technology work processes.

Assists in cross training other IT professionals by providing guidance and knowledge transfer in area of expertise.

Maintains a satisfactory audit posture by ensuring specifications are clearly defined and associated testing is properly documented. When necessary, provides recommendations to improve compliance.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Seven years of experience in information technology, project management, business analysis or administrative services; OR

Six years of full-time work experience in any field plus five years of experience in information technology, project management, business analysis or administrative services; OR

An associate's degree in information technology plus five years of experience in information technology, project management, business analysis or administrative services; OR

A bachelor's degree plus five years of experience in information technology, project management, business analysis or administrative services; OR

A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology, project management, business analysis or administrative services; OR

A master's degree plus four years of experience in information technology, project management, business analysis or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
