FUNCTION OF WORK:To perform analyses of information technology initiatives, business processes, and/or systems.
LEVEL OF WORK:SUPERVISION RECEIVED:Direct from a higher-level IT Statewide professional with assigned supervisory responsibilities. May also receive supervision on a project basis from other IT Statewide professionals. Other reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:May provide direct or functional supervision over lower-level IT Statewide personnel. Other reporting relationships may be approved by SCS.
JOB DISTINCTIONS:Differs from IT Statewide Associate Analyst 4 by the presence of independent analyses involving moderately complex information technology initiatives, business processes, and/or systems.
Differs from IT Statewide Analyst 2 by the absence of analyses for complex information technology initiatives, business processes, and/or systems.

Analyzes moderately complex system changes to ensure compliance with state policies and practices and assess impact to application and users. Meets with users to confirm needs are met by proposed changes.
Assists in prioritizing system changes; may assign work to associates.
Performs analyses associated with modifying system processes such as new releases and upgrades; provides oversight of associates involved in testing activities.
Provides functional supervision for test plans; reviews documentation and evaluates test results to ensure changes function properly.
Oversees development and delivery of user help guides, training course materials, and/or other training assets; ensures procedures and guidelines are followed by the team.
Tests and/or reviews results of testing of impacted security roles to ensure appropriate access.
Performs moderately complex help desk problem resolution requiring in-depth analysis; collaborates with higher-level staff when necessary.
Performs moderately complex reconciliation tasks.
May provide training and instruction to users.
May provide functional supervision over a team of IT professionals on a project basis. Prepares and monitors work plans and schedules to ensure project target dates are met.
Performs functional analysis; develops and executes test plans while gaining an overall understanding of how each submodule integrates with others in the assigned business component.
Oversees issuance of system-related communications by lower-level staff.
Implements project and portfolio management methodologies for project management, documentation, quality assurance, scope assessment, and risk assessment through the completion of project tasks for moderately complex projects. Project tasks include creation of reports, gathering project documentation, conducting quality assurance tests, and documenting risks, issues, and concerns.
Provides design analysis for moderately complex projects and supports implementation activities which may include establishing user requirements, creating user flows, determining system specifications, overseeing the preparation of user support materials such as specialized user training, and communicating with customers.
Supports successful project implementation through communication and collaboration with agency personnel and OTS.
Continuously improves the project and portfolio management document library and standards by reviewing, updating, and creating documents for project initiation, requirements definition, project plans, training guides, testing plans, scope definition, communication, dashboards, and risk management for moderately complex projects.
Reports on progress of analyses and/or project support activities to higher-level IT professionals.
May assist in the evaluation of the potential impacts of new and emerging technologies on staff and supported projects; this may include assessing software products, tools, and training courses, as well as assisting with developing specifications for RFPs.
May perform special assignments for moderately complex IT initiatives, business processes, and/or systems.
Analyzes business processes and requirements of limited scope, eliciting additional information when necessary from agency and OTS personnel.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Five years of experience in information technology, project management, business analysis or administrative services; OR
Six years of full-time work experience in any field plus three years of experience in information technology, project management, business analysis or administrative services; OR
An associate's degree in information technology plus three years of experience in information technology, project management, business analysis or administrative services; OR
A bachelor's degree plus three years of experience in information technology, project management, business analysis or administrative services; OR
A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology, project management, business analysis or administrative services; OR
A master's degree plus two years of experience in information technology, project management, business analysis or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.
