FUNCTION OF WORK:
To manage the procurement of goods and/or services that are outside of the scope of the Office of State Procurement.

LEVEL OF WORK:
Manager

SUPERVISION RECEIVED:
Direct from a Procurement Director or other administrator of the agency served. Other reporting relationships may be approved by State Civil Service.

SUPERVISION EXERCISED:
Direct over procurement professionals. Other reporting relationships may be approved by State Civil Service.

JOB DISTINCTIONS:
Differs from Procurement Program Manager by the presence of managerial responsibility for procurement operations of significant scope and complexity necessitating multiple direct reporting relationships of professional personnel engaged in procurement activities.

Differs from Procurement Director by the absence of administrative authority for procurement activities of the largest scope and complexity that are outside of the scope of the Office of State Procurement.

Provides managerial oversight for procurement functions through subordinate professionals. Responsible for selection, training and performance evaluations of personnel; maintains standards through continued training and staff evaluation.

Monitors the full range of procurement activities including exempt purchases, ITBs and, when necessary, RFPs.

Develops policy and procedures. Exercises regulatory supervision over agency personnel to ensure compliance with the State Procurement Code, as well as with agency policy and procedures.

Approves or disapproves purchases that exceed the delegated purchasing authority of subordinates and/or other agency personnel.

Works with the Procurement Director and/or other agency administrators to establish procurement goals and objectives.

Participates in meetings with officials, executives and managers to explain and clarify procurement policies, rules and regulations.

Negotiates and prepares contracts for the agency. Advises on contract disputes by providing interpretations of the applicable regulations.

Reviews statistical trends to determine if contract renewals are in the best interest of the agency; approves contract renewals.

Maintains procurement budget; works closely with agency fiscal staff for the procurement process.

Reviews procurement operations and monitors legislation to determine the need for new or revised procurement policies or procedures.

Updates policies, procedures, guides and other resources as necessary to align with changes in the Procurement Code and other related statutes.

Oversees quality control efforts to ensure materials and equipment meet specifications of purchase orders.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Seven years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR

Six years of full-time work experience in any field plus four years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR

A bachelor's degree plus four years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR

An advanced degree plus three years of experience in procurement, contracts or grants management, financial management, accounting, or auditing.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Certified Professional Public Buyer (CPPB), a Certified Public Procurement Officer (CPPO), or a National Institute of Governmental Purchasing Certified Procurement Professional (NIGP-CPP) will substitute for a maximum of one year of the required experience.
