FUNCTION OF WORK:
To provide program management and regulatory oversight for the procurement of goods and/or services that are outside of the scope of the Office of State Procurement.

LEVEL OF WORK:
Program Manager

SUPERVISION RECEIVED:
Direct from a higher-level manager or administrator of the agency served. Other reporting relationships may be approved by State Civil Service.

SUPERVISION EXERCISED:
Provides regulatory supervision over agency personnel to ensure compliance with the State Procurement Code.

Direct reporting relationships at this level may be approved by State Civil Service depending on the scope and complexity of the agency's procurement program.

JOB DISTINCTIONS:
Differs from Procurement Supervisor by the presence of program management and regulatory oversight for a procurement program. Allocations to this level will be considered by State Civil Service depending on the scope and complexity of the agency's procurement program.

Differs from Procurement Manager by the absence of managerial responsibility for procurement operations of significant scope and complexity necessitating multiple direct reporting relationships of professional personnel engaged in procurement activities.

EXAMPLES OF WORK:

Serve as the sole procurement professional for an agency of statewide scope; performs the full range of procurement activities including exempt purchases, ITBs, and when necessary, RFPs.

Develops policy and procedures for the agency's procurement program.

Works with agency administrators to establish procurement goals and objectives.

Manages the procurement process and evaluates it from start to finish.

Negotiates and prepares contracts for the agency. Advises on contract disputes by providing interpretations of the applicable regulations.

Responsible for quality control to ensure materials and equipment meet specifications of purchase orders.

Provides recommendations to agency administrators on lease/purchase decisions, alternative products or services, purchasing timing, stock or one-time purchases.

Maintains budget for the procurement program; works closely with agency fiscal staff for the procurement process.

Reviews program operations and monitors legislation to determine the need for new or revised procurement policies or procedures.

Ensures that laws, policies, procedures, rules and regulations pertaining to the procurement program are adequately explained and interpreted for all agency personnel.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Seven years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR

Six years of full-time work experience in any field plus four years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR

A bachelor's degree plus four years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR

An advanced degree plus three years of experience in procurement, contracts or grants management, financial management, accounting, or auditing.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Certified Professional Public Buyer (CPPB), a Certified Public Procurement Officer (CPPO), or a National Institute of Governmental Purchasing Certified Procurement Professional (NIGP-CPP) will substitute for a maximum of one year of the required experience.
