FUNCTION OF WORK:
To direct the issuance, maintenance, or reinstatement of licenses to all eligible and qualified persons regulated by a statewide regulatory Board by providing administrative direction, management and/or support to Licensing Analysts and other clerical personnel.

OR

To direct the continuing education credentialing for licensing regulated by a statewide regulatory Board and to provide administrative direction, management and/or support to Licensing Analysts and other clerical personnel.

Administrator

SUPERVISION RECEIVED:
General from higher-level personnel.

SUPERVISION EXERCISED:
Direct over Licensing Analyst Supervisors. May supervise lower level staff.

JOB DISTINCTIONS:
Differs from Licensing Analyst Supervisors by the presence of overall responsibility for a Licensing Division including licensing and/or continuing education.

Plans, directs and coordinates the activities of a licensing division.

Directs staff involved in all phases of licensing professionals that are regulated by the agency.

Directs the development, coordination, implementation, administration and monitoring of agency licensing procedures as required by the agency.

Determines emphasis, policies and operational guidelines for the various licensing disciplines based on federal and state requirements, operations and functions of the department, and objective of the agency head.

Advises the agency head and other administrative staff of the need for organizational policy and procedure changes to ensure comprehensive and effective administration of licensing requirements.

Directs the design and development of policies, procedures and programs to effectively incorporate licensing requirements into the agency's functional and operating activities.

Administers the resources, organization, training programs, and staffing for agency licensing division.

Advises Licensing Analyst Supervisors in interpreting licensing legislation, program procedures and federal/state regulations and the effect of such on department programs, policies and operations.

Develops and administers systems to effectively monitor record and assess results of the agency's licensing activities for the purpose of refining programs and procedures to more effectively achieve objectives.

Serves as liaison between higher level officials and various advisory committees.

Ensures coordination of activities of the division with other divisions within the agency.

Represents the agency at meetings and/or conferences.

Interprets departmental policies and procedures to ensure consistency with state rules, regulations and guidelines.

Attends meetings and/or conferences involving committee and/or Board members to advise relative to licensing division procedures.

Confers with and serves as liaison to other high-level officials in foreign, federal, state and local governments and agencies relative to agency policies.

Reviews current and long-range projects.

Conducts interviews with various individuals seeking licensure and reviews official documents.

Confers with Boards legal counsel.

Evaluates subordinates performance.

Determines work assignments, priorities and procedures for subordinates.

Counsels subordinates when necessary.

Investigates and resolves complaints and/or other issues within the division.

Recommends appointment/termination of personnel.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Seven years of experience in the issuance, maintenance, or reinstatement of licenses; OR

Six years of full-time work experience in any field plus four years of experience in the issuance, maintenance, or reinstatement of licenses; OR

A bachelor's degree plus four years of experience in the issuance, maintenance, or reinstatement of licenses; OR

An advanced degree plus three years of experience in the issuance, maintenance, or reinstatement of licenses.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
