FUNCTION OF WORK:To administer complex petroleum statewide program(s) and/or direct statewide functions and practices.
LEVEL OF WORK:SUPERVISION RECEIVED:Broad from a Deputy Assistant Secretary or other agency administrator.
SUPERVISION EXERCISED:Direct over Petroleum Scientist Managers. Alternative reporting relationships may be approved by SCS.
JOB DISTINCTIONS:Differs from Petroleum Scientist Manager 2 by the presence of administrative authority for petroleum programs.

Administers all activities of a petroleum division.
Directs and oversees all petroleum activities, programs and projects.
Directs program operations and operation of oil and gas facilities.
Directs employee training programs.
Directs oil and gas development program; prepares budget and yearly work program; determines most efficient and cost effective use of personnel and other resources.
Establishes operating procedures.
Serves as liaison between the agency and other governmental agencies.
Promote cooperation between the department, other governmental agencies, and private interests.
Reviews major project design and plan-in-hand notes; makes periodic field inspections.
Approves engineering designs, plans, and specifications prepared by consultants and in-house designers.
Coordinates activities with other petroleum divisions as necessary.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
A bachelor's degree in a geoscience field or engineering plus six years of experience in the evaluation of oil and gas drilling, oil and gas production and/or oil and gas transportation, mining engineering or geology; OR
A master's degree in a geoscience field or engineering plus five years of the required specialized experience; OR
A doctorate in a geoscience field or engineering plus four years of the required specialized experience.
