FUNCTION OF WORK:
To supervise the inspection, construction, repair or maintenance of bridges either through direct supervision of bridge inspectors or through functional supervision in a QA/QC capacity for bridge inspection activities.

Broad from an Engineer. Alternative reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:
Direct over Bridge Inspectors or functional supervision may be approved for positions performing QA/QC work. Alternative reporting relationships may be approved by SCS.
JOB DISTINCTIONS:
Differs from a Bridge Inspector 4 by the presence of direct supervisory responsibilities or the presence of advanced QA/QC duties involving functional supervision over bridge inspection personnel.

Supervises the mechanical and electrical maintenance, repair, and replacement of bridges and structural components of bridges.

Supervises drainage of elevated structures.

Supervises operation and use of heavy equipment.

Establishes, coordinates, reviews and approves all work assignments and inspections.

Determines and prioritizes bridge inspection, maintenance, construction and repair schedules.

Makes recommendations for bridge repairs and closures. Assists in issuance of closure notifications and communication of deficiencies to bridge owners.

Reviews recommendations for bridge load carrying capacity.

Oversees quality assurance of inspections, construction and maintenance of bridges. May serve as technical expert.

Oversees investigations and coordination of repair estimates. Recommends issuance of work orders to contractors.

Audits contractor invoices.

Monitors highway construction projects.

Performs inspections of completed jobs to ensure compliance.

Prepares reports, letters and memorandums regarding bridge maintenance or repair.

Supervises requisition of materials and ensures maintenance of sufficient quantity of materials.

Writes and oversees contracts for maintenance and repair of bridge or facilities.

May oversee construction, maintenance, inspection and repair of buildings, grounds, facilities, and rest areas.

May also serve as principal assistant to bridge engineer, section administrator or equivalent-level personnel.

Audits bridge sites and documentation to ensure compliance with applicable policies and procedures.

Regularly assesses existing quality control procedures for uniformity and adequacy.

Recommends and implements changes to quality control policies and procedures as needed.

Provides guidance and instruction to inspection staff regarding proper inspection and safety techniques.

Develops and evaluates training programs.

Analyzes data to develop reports.

Reviews and researches plans for proposed bridge projects and provides guidance as required.

May develop quality control standards, safety standards or related criteria.

May consult with bridge or construction inspector to resolve highly complex issues.
QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
One year of the required experience for the following minimum qualifications must have been as a Bridge Inspector 4 or as a bridge inspection team leader:

Possession of a high school diploma or GED plus six years of experience in bridge inspection; OR

Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance plus six years of experience in bridge inspection; OR

Two years of experience in bridge design, bridge load rating, bridge maintenance, and/or bridge construction plus four years of experience in bridge inspection; OR

Possession of a current license to practice professional engineering plus one year and six months of experience in bridge inspection; OR

An associate's degree in engineering or engineering technology plus five years of experience in bridge inspection; OR

A bachelor’s degree in engineering and a passing score on the Fundamentals of Engineering exam plus three years of experience in bridge inspection.

NOTE:
Incumbents are required to have successfully completed a FHWA approved comprehensive bridge inspection training course.

NOTE:
Any college hours or degree must be from a college or university as accredited by ABET or given equivalency by ABET (Accreditation Board for Engineering and Technology).
