FUNCTION OF WORK:
To conduct specialized reviews to improve compliance, as well as promote effectiveness and efficiency in accordance with statewide program policies, laws, rules, and regulations.

Entry

SUPERVISION RECEIVED:
Direct from the State Travel Director. Alternative reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
None.

JOB DISTINCTIONS:
Differs from State Travel Analyst 2 by the presence of a lesser degree of independence and assignments of a routine nature.

Participates in generating and reviewing reports for La Carte card and Travel card usage to ensure valid conclusions are drawn regarding the overall compliance and integrity of the program at the agency level; this may involve certifying that standard procedures are followed, report schedules are uniformly completed, and program policies are uniformly enforced.

Consults with management to clarify and obtain additional information in order to determine compliance.

Drafts reports and related correspondence regarding the results of the program compliance review, which includes mandated changes and recommendations for strengthening the program.

Assists with investigations of violations applicable to the program(s); may testify regarding the program's compliance and associated communications.

Interprets the program's rules and regulations, and provides guidance as necessary to assist in compliance objectives.

Uses data processing information systems, software, and other automated tools to assist in performing reviews and in applying effective sampling techniques.

Coordinates with audit division staff members and representatives of the audited entity for compliance objectives; may participate in formal audits by other entities such as the Legislative Auditor, federal agencies, etc.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Three years of experience in the preparation or analysis of purchase or travel card transactions, program compliance, procurement, or administrative services; OR

Six years of full-time work experience in any field; OR

A bachelor's degree.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
