FUNCTION OF WORK:
To manage a state office unit responsible for administering moderately sized economic stability activities or moderately complex programmatic support functions. Economic Stability activities are related to programs designed to assist families with food, cash, or child care.

LEVEL OF WORK:
Manager

SUPERVISION RECEIVED:
Broad from Economic Stability Manager 3 or other higher level personnel.

SUPERVISION EXERCISED:
Direct over Economic Stability Manager 1 or other supervisory positions.

JOB DISTINCTIONS:
Differs from Economic Stability Manager 1 by the presence of responsibility for moderately sized program(s) and/or moderately complex programmatic support functions.

Differs from Economic Stability Manager 3 by the absence of responsibility for large and highly complex Economic Stability programs.

Directs the development of agency policies and procedures and assures their compliance with federal and state laws.

Reviews proposed and enacted legislation to assess potential agency impact; prepares program and/or fiscal analyses of legislation.

Directs special studies or projects.

Conducts staff meetings and conferences with subordinates to discuss operating problems, organization, budgetary matters, technical problems, and the status of projects.

Advises agency officials of unusual problems and recommends corrective action.

May coordinate or serve on committees or task force teams.

Maintains records and prepares reports and correspondence relative to the units assigned or the organization.

Confers with section heads relative to administrative management needs.

Directs the assessment of staff development needs for the organization and the delivery of training programs.

Develops goals, objectives and strategies to effectively deliver required services.

Oversees the operation of the contracting function for Economic Stability services; coordinates timing, negotiation, contractor screening and selection, contract preparation, payments, monitoring, and post-contract follow-up.

Develops budget recommendations for capital outlay, personnel, equipment, and materials for units assigned.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
One year of the required experience for the following minimum qualifications must have been at the supervisory level or above:

Eight years of economic stability social services experience; OR

Six years of full-time work experience in any field plus five years of economic stability social services experience; OR

A bachelor's degree plus five years of economic stability social services experience; OR

An advanced degree in a social sciences field, business, public, or health administration plus four years of economic stability social services experience.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
