FUNCTION OF WORK:
To serve as administrator over social service field activities for multiple regions as defined by the Department of Children and Family Services.

LEVEL OF WORK:
Administrator

SUPERVISION RECEIVED:
Administrative direction from a Deputy Assistant Secretary or higher-level personnel.

SUPERVISION EXERCISED:
Direct over DCFS Area Directors. May supervise lower-level personnel.

JOB DISTINCTIONS:
Differs from DCFS Area Director by the presence of responsibility for the administration of multiple DCFS regions. Differs from the Program Manager – Social Services series by the absence of statewide programmatic scope.

Establishes and maintains appropriate service goals and objectives consistent with the vision and mission of the agency.

Plans and executes strategies to enhance and improve overall regional performance, focusing on performance based outcomes for service delivery.

Ensures the development and implementation of regional long and short range strategic plans.

Develops and ensures the implementation of action plans for handling extremely sensitive issues and/or cases.

Directs and coordinates the management of the region's budget.

Builds and maintains positive working relationships with other regional and departmental staff, advisory boards, community providers, judges and other agencies involved in program implementation.

Establishes and oversees the monitoring of program evaluation, quality assurance and other management systems design to assure the quality of direct services within the region.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Four years of the required experience for the following minimum qualifications must have been at the supervisory level or above in Child Support Enforcement, Child Welfare, or Economic Stability programs:

Ten years of social services experience; OR

Six years of full-time experience in any field plus seven years of social services experience; OR

A bachelor's degree plus seven years of social services experience; OR

An advanced degree in a social sciences field, business, public, or health administration, or a Juris Doctorate plus six years of social services experience.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
