FUNCTION OF WORK:To manage major and/or complex statewide Child Support Enforcement programs.
LEVEL OF WORK:SUPERVISION RECEIVED:Broad from a Child Support Enforcement Director or other higher level personnel.
SUPERVISION EXERCISED:Direct over lower level Child Support Enforcement Managers and may supervise lower level personnel.
JOB DISTINCTIONS:Differs from Child Support Enforcement Manager 2 by the presence of responsibility for large and highly complex statewide program(s).
Differs from Child Support Enforcement Director by the absence of responsibility for serving as section head.

Formulates and implements current and long-range plans, policies, procedures, and regulations for assigned program(s).
Analyzes Federal and State legislation to determine impact on assigned program area.
Implements the decisions of executive management by formulating program policy.
Develops and implements training programs to ensure a high level of staff competence in the administration of the program.
Develops budget recommendations.
Provides policy and procedural interpretations to DCFS staff.
Serves as cost center manager for a major Child Support Enforcement program by monitoring staffing costs.
May represent the DCFS Secretary/Deputy Secretary in programmatic matters at hearings, conferences or other functions.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:
Eight years of experience in child support enforcement; OR
Six years of full-time work experience in any field plus five years of experience in child support enforcement; OR
A bachelor's degree plus five years of experience in child support enforcement; OR
A master's degree plus four years of experience in child support enforcement.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
