FUNCTION OF WORK:
To provide direct supervision, nursing consultation, and programmatic direction to staff in an assigned region.

LEVEL OF WORK:

SUPERVISION RECEIVED:
General from a Registered Nurse of a higher level or other higher level personnel

SUPERVISION EXERCISED:
Direct supervision over professional, paraprofessional, and non-professional personnel in a region.

JOB DISTINCTIONS:
Differs from nurses of a lower level by the presence of serving as the manager of staff and/or facilities in an assigned region.

Differs from higher level nurses by the absence of serving as an Assistant Director or Director of Nursing.

Provide professional nursing care to individuals, families, and communities in public health program clinics.

Provides professional nursing consultation and supervision in response to emergency situations in the community and statewide.

Assures public health nurse competency and availability to address ongoing and emerging emergency public health issues and threats affecting the health and environment of the statewide community-at-large.

Provides environmental health nursing, consultation, supervision, and risk assessments in collaboration with environmental health personnel and regional/state epidemiologists.

Participates in the administration of public health services as a member of the regional management team.

Provides professional nursing consultation and supervision to regional and parish public health staff on the interpretation and implementation of state and federal policies, guidelines, and procedures for public health programs.

Confers with regional agencies and organizations to provide current information and to facilitate collaborative planning for potential public health crises.

Assures appropriate orientation, education, credentialing and continuing professional development for public health nurses within the region. Identifies needs for continuing education and facilitates programs to address needs.

Participates in the ongoing recruitment, interview, selection, and retention of public health nursing staff within a region.

Reviews staffing patterns and prepares monthly management staff utilization reports.

In collaboration with the Regional Medical Director, monitors the regional Management Plan and Continuous Quality Improvement Plans for public health.

Plan, coordinates, implements, evaluates, and communicates public health information, roles, capacities, and legal authority to all emergency response partners on a regional and statewide level.

Participates in regional budget planning and monitoring.

Represents the agency as a recognized expert in public health nursing and community liaison within the region.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Possession of a current Louisiana Registered Nurse license or a temporary permit or multi-state license issued by a Nursing Licensure Compact (NLC/eNLC) state to practice as a registered nurse plus one of the following:

Five years of experience as a licensed registered nurse; OR

A bachelor's degree in nursing plus four years of experience as a licensed registered nurse; OR

A master's degree in nursing or public health plus four years of experience as a licensed registered nurse; OR

A doctorate in nursing or public health plus three years of experience as a licensed registered nurse.
