FUNCTION OF WORK:To provide overall programmatic administration for a variety of professional level, DOTD specific programs, or one individual program within DOTD that has an agency or statewide impact.
LEVEL OF WORK:SUPERVISION RECEIVED:Administrative direction from higher-level personnel.
SUPERVISION EXERCISED:Direct supervision over DOTD Program Managers, DOTD Program Supervisors, and/or other appropriate lower-level staff.
JOB DISTINCTIONS:Differs from DOTD Program Manager by the presence of overall responsibility for a program and/or section with agency or statewide impact.

Any level of this series may involve multiple, professional-level administrative functions, such as loss prevention/risk management, compliance/civil rights programs, change management, quality control and improvement, aviation, intermodal transportation, flood insurance coordination and management, and emergency operations.
Plans, prepares, and implements strategic long and short-term goals and objectives of the section and or program.
Oversees statewide program compliance with state and/or federal laws and regulations.
Organizes, schedules, and coordinates all statewide monitoring and surveillance procedures; evaluates preparedness and response efforts of staff.
Directs the agency's operational planning, strategic planning, performance reporting, and grants coordination.
Directs programmatic evaluations of department programs and the administrative functions of the unit.
Represents agency and program(s) on task forces, commissions, and/or national, regional, state, and/or local committees.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Eight years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
Six years of full-time work experience in any field plus five years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
A bachelor's degree plus five years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
An advanced degree plus four years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
