FUNCTION OF WORK:
To utilize knowledge of regulatory and/or non-regulatory measures to create, restore, enhance, protect, and preserve the state's coastal wetlands, marshes, flood plains, and other natural resources vital to the state's economy and/or the safety of its citizens (private, public, institutional, industrial, and governmental), and to protect the citizens of Louisiana with hurricane flood protection measures, in a specialized capacity.

SUPERVISION RECEIVED:
Usually direct from a Coastal Resources Scientist Supervisor, but may receive supervision from higher level personnel.

SUPERVISION EXERCISED:
None.

Differs from Coastal Resources Scientist Supervisor by the absence of direct supervision responsibilities.

Establishes a mentoring relationship with lower level Coastal Resources Scientists by providing guidance, technical expertise, support, training, and career development.

Assists in the evaluation of procedures to ensure quantity and quality of work is consistent among lower level Coastal Resources Scientists.

May review and monitor the work of lower level Coastal Resources Scientists to ensure technical accuracy and completeness as well as consistency with department, office, division, and section policies.

Evaluates and makes recommendations to officials regarding federal, state, commercial, and private projects with potentially large environmental and/or legal consequences.

Trains lower level personnel on procedures within the unit, as well as on applicable laws, regulations, policies, and complex technical evaluation procedures.

Recommends policy and procedural changes for particular activities or projects in geographical or sensitive ecosystem areas.

Prepares grant proposals and participates in meetings with representatives of state and federal government in order to secure monies for projects or programs; assists with final negotiation of the grants and prepares required progress reports.

Participates in evaluating applications for securing state/federal monies to address coastal erosion, flooding, and other natural resources problems.

Assists in the supervision of a program for the tracking of permits, violations, and certifications to assure that permitted activities comply with the permit conditions.

Serves as lead worker during site inspections for compliance with permit conditions, agreements, industry standards, and best management practices, prior to and during construction of large commercial and industrial facilities.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
A bachelor's degree in one of the following fields: biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus two years of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology; OR

A master's degree in biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field plus one year of experience in coastal resource management, wetland resource management, environmental science, natural resource management, or biology; OR

A Ph.D. in biological sciences, physical sciences, earth sciences, environmental sciences, natural sciences, engineering or a related field.
