FUNCTION OF WORK:
To serve as a technical specialist in multiple Workforce Development program support areas or for a statewide workforce development program.

LEVEL OF WORK:
Expert

SUPERVISION RECEIVED:
Broad from higher-level Workforce Development personnel.

SUPERVISION EXERCISED:
Provides functional supervision over lower-level Workforce Development personnel as needed for the assigned program.

JOB DISTINCTIONS:
Differs from Workforce Development Specialist 4 by the presence of responsibility for serving as a technical specialist in multiple program support areas or for a statewide program.

Differs from Workforce Development Supervisor by the absence of direct supervisory responsibility.

Reviews and evaluates office operations and/or program recipients by performing quality assurance reviews.

Interprets and tracks corrective action within an assigned area of responsibility and program.

Evaluates programs, identifies promising practices, and develops/recommends comprehensive solutions.

Regionally monitors, manages and/or serves as an expert in multiple Workforce Development programs which includes training, budget, reporting and compliance.

Serves as program expert by providing specialized technical guidance/training to field staff. Develops and administers training plans.

Provides training to and technical assistance to providers within assigned region. Monitors all providers within assigned region for compliance.

Conducts outreach for potentials provides and serves as relationship manager for a portfolio of providers in a geographical region. Manages potential providers in application process.

Negotiates contracts and initiates contract processing. Monitors spending and service delivery through Contract Services staff.

Analyzes program data to identify program trends, training needs and ensure compliance with federal and state regulations.

Conducts management evaluation reviews and makes recommendations for improvements/enhancements.

Completes and submits State Plans for Employment and Training programs. Makes amendments to plans as needed.

Develop plans, strategies and objectives for monitoring information, reporting, tracking and data integration. Uses information to develop program goals.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Six years of experience in workforce development, administrative services, or social services; OR

Six years of full-time experience in any field plus three years of experience in workforce development, administrative services, or social services; OR

A bachelor's degree plus three years of experience in workforce development, administrative services, or social services; OR

A master's degree plus two years of experience in workforce development, administrative services, or social services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
