FUNCTION OF WORK:To manage a statewide fiscal management program.
LEVEL OF WORK:SUPERVISION RECEIVED:Broad review from a State Accounting System Assistant Director or higher-level personnel.
SUPERVISION EXERCISED:Line over a State Accounting System Supervisor and/or State Accounting System Consultants.
LOCATION OF WORK:Division of Administration, Office of Statewide Reporting and Accounting Policy.
JOB DISTINCTIONS:Differs from State Accounting System Supervisor by responsibility for managing a statewide fiscal management program.
Differs from State Accounting System Assistant Director by absence of managing multiple statewide fiscal management programs and/or other higher-level administrative duties.

Manages statewide fiscal management programs in the Division of Administration, such as fund reporting/note disclosure, ACFR development, accounts receivable/cost allocation, revenues/expenditures/debt, system maintenance, transaction processing, policy/help, payment processing, and systems reporting and design.
Oversees and coordinates the development and revision of statewide accounting procedures.
Directs subordinates in the preparation of statewide accounting policy and procedure manual and the development of training programs as needed.
Assesses the training needs of agency and in-house staff personnel.
Confers with management, executive and fiscal personnel in agencies to resolve highly complex problems, provide technical assistance, and to recommend alternatives in operations.
Confers with federal representatives, legislative auditors, state administrative officials on federal guidelines and regulations, Annual Fiscal Report issues, policies and procedures, and system issues/enhancements.
Monitor and implement changes necessitated by additional applications and processes being used in the statewide accounting system.
Researches state-of-the-art governmental accounting techniques through professional literature and correspondence with external government entities; oversees the implementation and adaptation of programs and methods applicable to Louisiana governmental accounting.
Develops and generates special automated reports for state agencies and public use.
Directs and participates in special fiscal management projects as assigned.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
A baccalaureate degree with twenty-four semester hours in accounting plus five years of professional level experience in accounting or financial auditing.
SUBSTITUTIONS:
A CPA certificate will substitute for the baccalaureate degree with twenty-four semester hours in accounting plus one year of the required experience.
A master's degree in accounting, business administration, finance, management, economics, quantitative methods or public administration will substitute for one year of the required experience.

Any college hours or degree must be from an accredited college or university.
