FUNCTION OF WORK:To plan, direct, coordinate and administer the statewide automated uniform accounting and reporting system and the statewide indirect cost allocation plan; to develop and administer statewide accounting and reporting policies and procedures, including implementing new accounting standards; to direct compilation of the Annual Comprehensive Financial Report (ACFR), the Supplementary to the ACFR Report, the Popular Annual Financial Report (PAFR) and the Single Audit Report.

SUPERVISION EXERCISED:Line over State Accounting System Assistant Director(s).

JOB DISTINCTIONS:Differs from State Accounting System Assistant Director by the presence of full administrative responsibility for developing and administering statewide accounting and reporting programs, policies and procedures for entities with diverse accounting systems.

Plans, develops, coordinates, and administers uniform statewide accounting and reporting policies and procedures to be used by all state agencies and component units whose financial activities are reported in the Annual Comprehensive Financial Report (ACFR) to assure compliance with Generally Accepted Accounting Principles (GAAP) and applicable laws.
Evaluates and assesses changes in governmental reporting requirements, system enhancements/new releases, state and federal legislation, policy, rules and regulations, precedents and practices.
Directs the activities of the Office of Statewide Reporting and Accounting Policy, including the coordination of the automated accounting and reporting function and the preparation of the ACFR.
Identifies areas for system improvement and authorizes system revisions and/or enhancement.
Directly interacts with the Governmental Accounting Standards Board staff, other national governmental accounting organizations and ACFR/accounting professionals in other states.
Responsible for preparation and revision of the accounting policy and procedure manual for distribution to state agencies.
Coordinates and directs the compilation of the Single Audit Report which is issued on an annual basis in conjunction with the Legislative Auditor's office.
Provides professional assistance to state agencies and departments in the resolution of complex and technical problems concerning accounts, automated systems, financial reporting, audit matters, internal control policies and accounting procedures.
Analyzes statewide accounting policies and procedures applicable to a wide variety of agencies and departments, including review of technical advances in accounting and reporting; directs the development of new and revised policies and procedures to enhance fiscal operations.
Directs the preparation of the state's cost recovery program, including rate negotiation, to ensure reimbursement by the federal government for state funds expended on the management of federally mandated programs.
Coordinates the preparation of Louisiana's U.S. Bureau of Census Statistical Report to provide data utilized in assessing the state's portion of the federal revenue sharing allocation.
Directs the implementation of initiatives in the areas of financial accounting and reporting, fiscal policies and issues passed on to the section by the Commissioner of Administration.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
A baccalaureate degree with twenty-four semester hours in accounting plus seven years of professional level experience in accounting or financial auditing, including three years at the supervisory level.
SUBSTITUTIONS:
A CPA certificate will substitute for the baccalaureate degree with twenty-four semester hours in accounting plus one year of the required general experience.
A master's degree in accounting, business administration, finance, management, economics, quantitative methods or public administration will substitute for one year of the required general experience.
