FUNCTION OF WORK:
To perform technical accounting work in maintaining and enhancing a uniform system of accounting and reporting.

LEVEL OF WORK:
Advanced

SUPERVISION RECEIVED:
Broad review from higher level personnel.

SUPERVISION EXERCISED:
May exercise project supervision over lower level State Accounting System Consultants; functional over departmental fiscal personnel on a project basis.

LOCATION OF WORK:
Division of Administration; Office of Statewide Reporting and Accounting Policy.

JOB DISTINCTIONS:
Differs from State Accounting System Consultant 2 by the responsibility for performing more complex work and frequently serving as a project leader.

Differs from State Accounting System Consultant 4 by the absence of serving as a technical specialist over assigned programs.

EXAMPLES OF WORK:
EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.

Assists in the direction of a statewide fiscal management program in the Division of Administration, such as: fund reporting/note disclosure, ACFR development, accounts receivable/cost allocation, revenues/expenditures/debt, system maintenance, transaction processing, policy/help, and payment processing.

Develops and revises statewide accounting procedures.

Confers with supervisory and fiscal personnel to resolve complex accounting problems, provide technical assistance and to recommend alternatives in operations.

Serves as a project leader to convert an agency accounting system to the statewide centralized automated accounting system.

Analyzes structures of existing agencies/departments on the centralized automated system for deficiencies in meeting programmatic and accounting needs.

Researches state-of-the-art governmental accounting techniques through professional literature and correspondence with external government entities; proposes programs and methods applicable to Louisiana governmental accounting.

Participates in assessing the training needs of agency and in-house staff personnel.

Prepares various chapters of the control agency's policy and procedure manual.

Develops and presents statewide accounting related training classes as needed.

Provides technical guidance via the Helpdesk function to state agencies to resolve complex accounting related questions and explain statewide accounting procedures and to vendors to resolve questions concerning checks.

Performs OSRAP responsibilities involving the check processing function. This includes coordinating running of the check jobs and monitoring the printing of checks with the OTS system administration.

Directs and participates in special fiscal management projects as assigned.

Serves as liaison between state agencies, State Treasurer's Office, State Budget Office, Appropriation's Control and Office of Information Resources for fiscal accounting operations in meeting the uniform requirements of the accounting system.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
A baccalaureate degree with twenty-four semester hours in accounting plus three years of professional level experience in accounting or financial auditing.

SUBSTITUTIONS:
A CPA certificate will substitute for the baccalaureate degree with twenty-four semester hours in accounting plus one year of the required experience.

A master's degree in accounting, business administration, finance, management, economics, quantitative methods or public administration will substitute for one year of the required experience.

NOTE:
Any college hours or degree must be from an accredited college or university.
