FUNCTION OF WORK:
To perform technical accounting work in maintaining and enhancing a uniform system of accounting and reporting.

LEVEL OF WORK:
Experienced

SUPERVISION RECEIVED:
General from higher level personnel.

SUPERVISION EXERCISED:
Functional over departmental fiscal accounting personnel on a project basis.

LOCATION OF WORK:
Division of Administration; Office of Statewide Reporting and Accounting Policy.

Differs from State Accounting System Consultant 1 by presence of a higher level of independence.

Differs from State Accounting System Consultant 3 by the complexity of work performed.

Serves as a skilled technical analyst engaged in performing a phase of a statewide fiscal management program.

Participates in the conversion of state agencies from non- automated accounting systems to the statewide centralized automated accounting systems; adjusts existing systems to meet programmatic changes.

Participates in the development and presentation of material for a statewide personnel training program in matters pertaining to fiscal policies, procedures, rules and regulations.

Analyzes departments' funds, transactions, and reports to ensure compliance with State Accounting directives, policies and procedures, and Generally Accepted Accounting Principles (GAAP).

Reviews, analyzes, and corrects financial data from the statewide centralized automated accounting systems to ensure the validity of systems products.

Provides technical guidance via the Helpdesk function to state agencies to resolve complex accounting problems and explain statewide accounting procedures and to vendors to resolve questions concerning checks.

Performs OSRAP responsibilities involving the check processing function. This includes coordinating running of the check jobs and monitoring the printing of checks with the OTS system administration.

Develops and prepares various financial statements for the state Annual Comprehensive Financial Report (ACFR) or the state Cost Allocation Plan.

Participates in the development and implementation of enhancements to the statewide centralized automated accounting systems.

Participates in special fiscal management projects as assigned.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
A baccalaureate degree with twenty-four semester hours in accounting plus two years of professional level experience in accounting or financial auditing.

SUBSTITUTIONS:
A CPA certificate will substitute for the baccalaureate degree with twenty-four semester hours in accounting plus the one year of experience.

A master's degree in accounting, business administration, finance, management, economics, quantitative methods or public administration will substitute for the one year of required experience.

NOTE:
Any college hours or degree must be from an accredited college or university.
