FUNCTION OF WORK:To perform technical accounting work in maintaining a uniform statewide system of accounting and reporting.

JOB DISTINCTIONS:Differs from State Accounting System Consultant 2 by the absence of independence in performing a full range of work assignments.

Serves as a subordinate technical analyst engaged in performing a phase of a statewide fiscal management program.
Assists in developing new systems and procedures to achieve objectives of assigned fiscal programs, recommending proposals to higher level management.
Reviews and reads state-of-the-art governmental accounting techniques and Generally Accepted Accounting Principles (GAAP).
Confers with agency program personnel to gather information needed to establish new programs and procedures for agency and statewide application.
Assists in detection and correction of deficiencies of the statewide centralized automated accounting system and subsystems.
Assists in the preparation of the state Annual Comprehensive Financial Report (ACFR) in accordance with generally accepted accounting principles and federal and state laws, rules, and regulations.
Audits agency financial statements for compliance with state reporting requirements.
Participates in special fiscal management projects as assigned.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
A baccalaureate degree with twenty-four semester hours in accounting.
SUBSTITUTIONS:
A CPA certificate will substitute for the baccalaureate degree with twenty-four semester hours in accounting.
NOTE:
Any college hours or degree must be from an accredited college or university.
