FUNCTION OF WORK:
To assist in directing the statewide automated uniform accounting and reporting system and/or in compiling the state's Annual Comprehensive Financial Report (ACFR), the Supplementary to the CAFR Report, the Popular Annual Financial Report (PAFR) and the Single Audit Report.

SUPERVISION RECEIVED:
Broad direction from the State Accounting System Director.

SUPERVISION EXERCISED:
Line over State Accounting System Managers and project over other professional personnel as assigned.

LOCATION OF WORK:
Division of Administration, Office of Statewide Reporting and Accounting Policy.

JOB DISTINCTIONS:
Differs from State Accounting System Manager by responsibility for directing multiple statewide fiscal management programs and/or other higher level administrative duties.

Differs from the State Accounting System Director by the absence of full administrative responsibility for the Office of Statewide Reporting and Accounting Policy.

EXAMPLES OF WORK:

Assists in directing and administering the activities of the Office of Statewide Reporting and Accounting Policy, including the coordination of the automated accounting and reporting function.

Monitors changes in governmental reporting, system enhancements/new releases, state and federal legislation, policy, rules and regulations, precedent and practices.

Assesses automated accounting system to identify areas for improvement; coordinates the development of recommendations for system revisions and/or enhancement.

Oversees efforts for the preparation and revision of the accounting policy and procedure manual for distribution to state agencies.

Coordinates and directs the compilation of financial statements and supporting Fiscal data to develop the state's ACFR; coordinates the analysis of statements and preparation of the annual financial report.

Coordinates and directs the compilation of supporting fiscal data for the preparation of the supplementary to the ACFR Report and the popular Annual Financial Report.

Coordinates and directs the compilation of financial statements and supporting fiscal data to develop the state's annual financial report; coordinates the analysis of statements and the preparation of the annual financial report.

Provides professional assistance to state agencies and departments in the resolution of complex and technical problems concerning accounting, automated systems, and procedures.

Assists in analyzing policies and procedures applicable to a wide variety of agencies and departments, including review of technical advances in accounting and reporting; participates in the development of new and revised policies and procedures to enhance fiscal operations.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
A baccalaureate degree with twenty-four semester hours in accounting plus six years of professional level experience in accounting or financial auditing, including two years at the supervisory level.

SUBSTITUTIONS:
A CPA certificate will substitute for the baccalaureate degree with twenty-four semester hours in accounting plus one year of the required general experience.

A master's degree in accounting, business administration, finance, management, economics, quantitative methods or public administration will substitute for one year of the required general experience.

NOTE:
Any college hours or degree must be from an accredited college or university.
