FUNCTION OF WORK:
To serve as the chief legal counsel of a department having an attorney workforce of certain size and scope, or by having a legal program which predominately impacts many state departments,

OR

To serve as a general counsel for the Department of Civil Service.

LEVEL OF WORK:
Administrator

SUPERVISION RECEIVED:
Administrative direction from an agency administrator/executive.

SUPERVISION EXERCISED:
Line over Attorney--Deputy General Counsel 1 and/or lower level attorneys. Department of Civil Service general counsel may have line supervision over lower level attorneys.

JOB DISTINCTIONS:
Differs from Attorney--General Counsel 1 by larger size and scope of legal programs, or by having a legal program which predominately impacts many state departments.

Differs from Attorney--Deputy General Counsel 1 by having authority for entire agency legal division.

Differs from Attorney--General Counsel 3 by smaller size and scope of legal programs.

EXAMPLES OF WORK:
EXAMPLES BELOW ARE A BRIEF SAMPLE OF COMMON DUTIES ASSOCIATED WITH THIS JOB TITLE. NOT ALL POSSIBLE TASKS ARE INCLUDED.

Serves as chief legal counsel of a large legal division; size is set by Louisiana State Department of Civil Service.

Represents the department in more complex and important litigation such as precedent cases before trial and appellate courts and administrative tribunals.

Drafts and directs the drafting of new legislation. Testifies on the same before legislative committees and other tribunals.

Prepares and/or reviews the preparation and negotiation of the more complex departmental contracts, requests for proposal and other legal documents.

Plans, organizes, directs and controls all work activities of the division.

Develops or directs the development of budget recommendations for the division.

Directs the selection and assignment of subordinate staff, identifies staff development needs and assures that training is obtained.

Prepares and/or directs the preparation of briefs and other activities incidental to litigation and court work.

Renders final opinion upon the propriety of all rules and regulations of the department and other matters pertaining thereto.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice law plus six years of experience as a practicing attorney.
