FUNCTION OF WORK:
To direct a major organizational component for a state agency with an extensive engineering mission requiring staff and resources of sizable magnitude.

LEVEL OF WORK:
Administrator

SUPERVISION RECEIVED:
Administrative direction from an Engineer Deputy Administrator or an executive of the agency served. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
Subordinate staff typically consists of Engineers 8 and lower-level Engineers. Alternative reporting relationships may be approved by SCS.

JOB DISTINCTIONS:
Differs from Engineer 8 by the presence of responsibility for directing a major organizational component for a state agency with an extensive engineering mission requiring staff and resources of sizable magnitude.

Differs from Engineer Deputy Administrator by the absence of responsibility for assisting in the administration of all engineering activities for the Department of Transportation and Development or another state agency with a comparable engineering mission.

EXAMPLES OF WORK:

Directs, supervises, and monitors all planning and engineering programs (construction, maintenance, public works, traffic, and safety) and projects.

Directs engineering improvements, program operations and operation of facilities.

Directs an engineering development program, prepares budget and yearly work program; determines most efficient and cost effective use of resources.

Establishes operating procedures.

Analyzes and assigns priorities to needs; makes program and budget recommendations to the department director.

Monitors contract construction and maintenance projects, monitors project progress, reviews plan changes, performs periodic and final inspections, and recommends final acceptance of completed projects.

Directs engineering programs that contain critical problems for which the solutions require major technological advances and open the way for extensive related development.

Makes decisions and recommendations that are recognized as authoritative with important impact on extensive engineering activities.

Reviews the purchase of equipment and materials.

Exercises engineering judgment in anticipating and solving unprecedented engineering problems, determining program objectives and requirements, organizing programs and projects, and developing standards and guides for diverse engineering activities.

Serves as liaison between government agencies, police juries, and citizens.

Promotes cooperation between government agencies and private interests.

Reviews major project design and plan-in-hand notes; makes periodic field inspections.

Recommends implementation of major construction programs.

Approves engineering designs, plans, and specifications prepared by consultants and in-house designers.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice professional engineering plus one of the following, which must include two years of experience at the supervisory level or above:

Four years of licensed engineering experience; or

Eight years of professional engineering experience.

EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.

A doctorate degree in engineering will substitute for two years of professional engineering experience.

Advanced degrees will substitute for a maximum of two years of professional engineering experience.

There is no substitution for licensed engineering experience.

NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.
