FUNCTION OF WORK:To advise and assist state employees, agency human resource staff, agency managers and agency administrators in the implementation of designated programs as administered by the Department of Civil Service.
LEVEL OF WORK:SUPERVISION RECEIVED:Direct from a Human Resources Consultant Supervisor. May receive supervision from higher-level personnel.
SUPERVISION EXERCISED:Provides advice and technical assistance to agency human resources personnel in designated program areas.
LOCATION OF WORK:Department of Civil Service. Other locations may be approved by SCS.
JOB DISTINCTIONS:Differs from Human Resources Consultant A by the presence of experienced-level responsibility for professional program assignments.
Differs from Human Resources Consultant C by the absence of advanced-level responsibility for professional program assignments.

Provides consultation to state agencies on State Civil Service rules, guidelines and procedures.
Ensures compliance by conducting comprehensive reviews of agency personnel actions and providing guidance as necessary.
Reviews selected groups of positions to determine the appropriateness of allocations and the equity of pay grade assignment through application of an established evaluation system.
Participates in the study of positions and jobs to determine duties and responsibilities; compares the work assignments to other positions in the public and private sectors and researches the history of jobs and their usage by agencies.
Develops job specifications. Participates in the preparation of salary survey documents to obtain information on the pay rates of benchmark jobs and assists in the evaluation of the data received.
Participates in the development of new, and the revision of existing, qualification requirements for assigned jobs after performing job analyses.
Evaluates applicant qualifications for classified jobs.
Conducts research and development projects; analyzes data collected and prepares reports containing findings and recommendations.
Reviews, evaluates, and admits applicants to exams according to qualification requirements.
Counsels applicants on job opportunities based upon education, experience, and training.
Develops and presents informational and recruiting programs and materials on Civil Service employment opportunities.
Provides resources through the statewide Comprehensive Public Training Program for the purpose of talent development; develops courses and tools.
Develops materials and provides instruction in classroom trainings for all classified employees. Develops custom agency trainings as necessary.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
SCS Option:
A baccalaureate degree plus one year of professional level human resources experience, one year of professional IT experience with the Department of State Civil Service in the MIS section, or one year of professional training experience with the Department of State Civil Service.
General Option:
A baccalaureate degree plus one year of professional level human resources experience.
SUBSTITUTIONS:
a. Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
b. A Master's in Business Administration, Public Administration, Human Resources/Personnel, Industrial/Organizational Psychology, or Organizational Behavior will substitute for the one year of required experience. (The college transcript must indicate the major as business administration, public administration, human resources/personnel, etc. Master's degrees in fields such as marketing, economics, etc. are not acceptable.)
c. Possession of a Juris Doctorate will substitute for the one year of required experience.
d. A Ph.D. in Business Administration, Public Administration, Human Resources/Personnel, Industrial/Organizational Psychology, or Organizational Behavior will substitute for the one year of required experience.
e. Certification as a Professional in Human Resources (PHR), a Senior Professional in Human Resources (SPHR), a Certified Professional (SHRM-CP) or a Senior Certified Professional (SHRM-SCP) will substitute for the one year of required experience.
NOTE:
In order to receive credit, your certification must be current (i.e., issued within the last three years). If you have been certified and your certification expires, you must apply for and be re-certified before you can get credit again.
NOTE:
Human resources experience is that experience gained in an office whose sole responsibility is the administration of a comprehensive personnel program including many if not all of the following programs: recruitment, selection and placement; training; equal employment opportunity; disciplinary and grievance proceedings; classification and wage; payroll; and employee relations OR experience gained in an office whose sole responsibility is the administration of one aspect of a comprehensive personnel program, such as training, payroll, or equal employment opportunity.

Any college hours or degree must be from an accredited college or university.
