FUNCTION OF WORK:
To supervise the counseling of veterans and their beneficiaries in obtaining health, employment, educational, and fiscal benefits.

LEVEL OF WORK:
Supervisor

SUPERVISION RECEIVED:
Broad review from a Veterans Assistance Manager. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
Direct over lower-level Veterans Assistance personnel and clerical employees.

JOB DISTINCTIONS:
Differs from Veterans Assistance Specialist by the presence of direct supervisory duties.

Differs from Veterans Assistance Manager by the absence of responsibility for managing veterans assistance programs and office functions.

EXAMPLES OF WORK:

Supervises fiscal functions, operating procedures, and personnel for the assigned area; submits periodic written reports to management.

Provides training to counselors on interviewing veterans and their beneficiaries to determine entitlement to benefits, procedures in completing various forms, gathering supporting documentary information, and monitoring the processing of claims through the applicable system. May conduct client interviews and process claims as needed.

Assists subordinates in the more complex aspects of laws and regulations governing the interpretation for veterans and their beneficiaries.

Provides consultation to veterans' organizations in the formulation and implementation of veterans' service programs.

Networks to develop relationships with a variety of organizations to promote public interest and awareness of veterans needs and assistance programs; prepares presentations and written information.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
This job requires the incumbent to be an honorably discharged veteran of the United States Armed Forces who served on an active, full-time basis and meet one of the following qualification requirements:

Six years of experience in veterans service work, public benefits claims examining, social services or human resources; OR

Six years of full-time experience in any field plus three years of experience in veterans service work, public benefits claims examining, social services or human resources; OR

A bachelor's degree plus three years of experience in veterans service work, public benefits claims examining, social services or human resources; OR

A master's degree plus two years of experience in veterans service work, public benefits claims examining, social services or human resources.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
