FUNCTION OF WORK:
To oversee the development, enactment and execution of the Capital Outlay Bill by the Office of Facility Planning and Control (FPC). To oversee Non-State Entity project administration. Formulates policies, procedures and guidelines for the Capital Outlay Budget Process and Non-State Entity Administrative Process. Participates in high level budget and project administration decision making.

SUPERVISION RECEIVED:
Administrative direction from the Director/Assistant Commissioner of Facility Planning and Control and the Commissioner of Administration.

SUPERVISION EXERCISED:
Direct line over State Capital Outlay Manager and FPC Senior Manager.

JOB DISTINCTIONS:
Differs from the State Capital Outlay Manager by having full direct supervisory responsibility for the Capital Outlay Bill, the Omnibus Bond Bill, which is coordinated by the Office of Facility Planning and Control. Formulates policies, procedures and guidelines for capital outlay. Participates in high-level budget decision making.

Differs from the Director/Assistant Commissioner of Facility Planning and Control by lack of responsibility for serving as the principal assistant to the Commissioner of Administration.

Plans, manages, directs and coordinates the work of the FPC Capital Outlay Manager and the FPC Senior Manager over the Non-State Entity section, to analyze and evaluate department/agency/non-state entity capital outlay budget requests, five year capital outlay plans, lines of credit, certificates of impossibilities, projected cash flow, cash flow balances, priority planning, and project scopes.

As part of this management function: Confers with department/agency/non-state entities executives, administrators, program managers, and planning, fiscal, and officials of federal, state and local departments/agencies, professional organizations and special interest groups to address the capital outlay budget process and related issues. Advises department/agency executives administrators, program managers, non-state entity personnel on lines of credit, priorities in the capital outlay bill, capital outlay requests, amendments to the bill.

Testifies before legislative committees on capital outlay matters to justify and explain administrative recommendations. Provides fiscal impact on proposed legislation, defines fiscal impact of new and revised capital outlay requests and defends requests for agencies' capital outlay requests. Drafts and oversees drafting of amendments to the Capital Outlay Bill and the Omnibus Bond Bill. Prepares fiscal notes and position papers as required.

Evaluates departments/agencies'/non-state entities' requests for changes in the capital outlay appropriation through the Joint Legislative Committee on the Budget. Confers with department/agency/non state entity management regarding these requests and modifies the changes as necessary. Develops recommendations for approval/disapproval to the Director/AC of FPC as appropriate.

Evaluates non-state entities' requests for changes in the capital outlay scopes through the Interim Emergency Board. Confers with non-state entity management regarding these requests and prepares requests to the Interim Emergency Board. Develops recommendations for approval/disapproval to the Commissioner of Administration as appropriate.

Prepares or directs preparation of correspondence, special reports, and projects involving complex and sensitive issues affecting capital outlay projects. Advises the Director/Assistant Commissioner of Facility Planning and Control, the Commissioner of Administration, and Governor.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Eight years of experience in architecture, engineering, construction management, policy planning and development, financial management, or program management; OR

Six years of full-time work experience in any field plus five years of experience in architecture, engineering, construction management, policy planning and development, financial management, or program management; OR

A bachelor's degree plus five years of experience in architecture, engineering, construction management, policy planning and development, financial management, or program management; OR

An advanced degree in architecture, engineering, public administration, or a business-related field plus four years of experience in architecture, engineering, construction management, policy planning and development, financial management, or program management.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
