FUNCTION OF WORK:To assist the Fire and Police State Examiner in directing the Office of State Examiner of Municipal Fire and Police Civil Service involving administering the civil service system for classified fire and police personnel statewide as prescribed in the State Constitution, LSA R.S. 33:2471 et seq., and LSA R.S. 33:2531 et seq.
LEVEL OF WORK:SUPERVISION RECEIVED:Executive direction from the Fire and Police State Examiner.
Note: The State Civil Service Commission appoints the position but otherwise exercises no administrative control over the Deputy State Examiner.
SUPERVISION EXERCISED:Direct line over division heads in Testing, Personnel Management, and Classification, and Administrative Support.
LOCATION OF WORK:Municipal Fire and Police Civil Service, Office of State Examiner.
JOB DISTINCTIONS:Differs from Fire and Police State Examiner by the absence of final responsibility and authority for directing the Department.

The Deputy State Examiner performs high-level administrative functions such as assuming the duties of the State Examiner and oversees the operations of three functional divisions within the agency.
Assists fire and police civil service boards and local officials in an advisory capacity regarding the discharge of their duties under the provisions of civil service law. The Deputy State Examiner possesses the final authority for all department activities in the absence of the State Examiner.
Assists the State Examiner in establishing and maintaining a system for the development, administration, and scoring of validated employment selection procedures for use in the fire and police civil service system.
Assists the State Examiner in establishing and maintaining a system for the administration and management of classified fire and police personnel whereby classification plans are developed for each jurisdiction, and appointments and promotions are made in accordance with law.
Oversees administrative operations including fiscal matters, budget preparation and control, human resources and personnel management, as well as providing direction and oversight of test development and classification activities.
Performs internal agency personnel functions including interviewing prospective employees, review and evaluation of the work of subordinate staff, and counseling employees as necessary.
Serves as the chief financial officer for the agency under the direction of the State Examiner. Represents the agency in budget matters before legislative committees and oversees the preparation of year-end financial statements.
Testifies before legislative committees, boards and commissions, and judicial proceedings regarding the administration of the fire and police civil service system.
Meets with legislators and state officials, classified and unclassified fire and police employees, members of professional organizations, and other special interest groups on matters relating to the Municipal Fire and Police Civil Service System.
Under the broad direction of the State Examiner, prepares and/or reviews reports as well as correspondence on complex and sensitive matters affecting the department.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
A baccalaureate degree plus five years of professional level experience in human resources, executive administration or as a practicing attorney.
SUBSTITUTIONS:
a. Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
b. A Master's in Business Administration, Public Administration, Human Resources/Personnel, Industrial/Organizational Psychology, or Organizational Behavior will substitute for one year of the required experience. (The college transcript must indicate the major as business administration, public administration, human resources/personnel, etc. Master's degrees in fields such as marketing, economics, etc. are not acceptable.)
Possession of a Juris Doctorate will substitute for one year of the required experience. Graduate training with less than a Ph.D. will substitute for a maximum of one year of the required experience.
A Ph.D. in Business Administration, Public Administration, Human Resources/Personnel, Industrial/Organizational Psychology, or Organizational Behavior will substitute for two years of the required experience.
Graduate training will substitute for a maximum of two years of the required experience.
c. Certification as a Professional in Human Resources (PHR), a Senior Professional in Human Resources (SPHR), a Certified Professional (SHRM-CP) or a Senior Certified Professional (SHRM-SCP) will substitute for the one year of required experience.
NOTE:
In order to receive credit, your certification must be current (i.e., issued within the last three years). If you have been certified and your certification expires, you must apply for and be re-certified before you can get credit again.
NOTE:
Human resources experience is that experience gained in an office whose sole responsibility is the administration of a comprehensive personnel program including many if not all of the following programs: recruitment, selection and placement; training; equal employment opportunity; disciplinary and grievance proceedings; classification and wage; payroll; and employee relations OR experience gained in an office whose sole responsibility the administration of one aspect of a comprehensive personnel program, such as training, payroll, or equal employment opportunity.
