FUNCTION OF WORK:
To direct the Office of State Examiner of Municipal Fire and Police Civil Service involving administering the civil service system for classified fire and police personnel statewide as prescribed in the State Constitution, LSA R.S. 33:2471 et seq., and LSA R.S. 33:2531 et seq.

SUPERVISION RECEIVED:
The State Examiner works independently according to the laws applicable to all state agencies and the Municipal Fire and Police Civil Service Law.

Note: The State Civil Service Commission appoints the position, but otherwise exercises no administrative control over the State Examiner or the operations of the Office of State Examiner.

SUPERVISION EXERCISED:
Line over the Fire and Police Deputy State Examiner.

LOCATION OF WORK:
Municipal Fire and Police Civil Service, Office of State Examiner.

JOB DISTINCTIONS:
Differs from Fire and Police Deputy State Examiner by the final responsibility and authority for directing the Department.

The State Examiner assists fire and police civil service boards appointing authorities, local officials, and classified fire and police employees in an advisory capacity regarding the discharge of their duties and their obligations under the provisions of the municipal fire and police civil service law.

Appoints and maintains staff and contracts for services, as necessary, in order to carry out the duties of the office.

Provides administrative and technical direction to the various boards or local officials with reference to the maintenance and administration of personnel matters; assists local boards and appointing authorities with the establishment of a classification plan and the proper allocation of positions to the classified service; assures that appointments and promotions are made in accordance with law; and assists boards in maintaining seniority rosters.

Directs the development, preparation, administration, and scoring of tests for original entrance and promotion in the fire and police classified service, and provide results to fire and police civil service boards.

Assures that employee selection procedures and classification plans are developed and validated in accordance with professionally accepted standards.

Formulates plans, policies and procedures for the Office of State Examiner, reviews current and long range programs, and directs revisions in programs.

Directs all programs and activities in the department and plans the operations in order that required services under the constitution and statutes are provided in a cost-efficient and cost-effective manner.

Testifies before legislative committees, boards and commissions, and judicial proceedings regarding the administration of the fire and police civil service system.

Meets with legislators, local and state officials, classified and unclassified fire and police employees, members of professional organizations and other special interest groups on matters relating the Municipal Fire and Police Civil Service System.

Serves as ex-officio notary public and swears in new civil service boards; makes annual and biennial reports to the Governor.

Prepares and/or reviews correspondence on complex and sensitive matters affecting the department.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus six years of professional level experience in human resources, executive administration or as a practicing attorney.

SUBSTITUTIONS:
a. Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

b. A Master's in Business Administration, Public Administration, Human Resources/Personnel, Industrial/Organizational Psychology, or Organizational Behavior will substitute for one year of the required experience. (The college transcript must indicate the major as business administration, public administration, human resources/personnel, etc. Master's degrees in fields such as marketing, economics, etc. are not acceptable.)

Possession of a Juris Doctorate will substitute for one year of the required experience. Graduate training with less than a Ph.D. will substitute for a maximum of one year of the required experience. A Ph.D. in Business Administration, Public Administration, Human Resources/Personnel, Industrial/Organizational Psychology, or Organizational Behavior will substitute for two years of the required experience.

Graduate training will substitute for a maximum of two years of the required experience.

c. Certification as a Professional in Human Resources (PHR), a Senior Professional in Human Resources (SPHR), a Certified Professional (SHRM-CP) or a Senior Certified Professional (SHRM-SCP) will substitute for the one year of required experience.

NOTE:
In order to receive credit, your certification must be current (i.e., issued within the last three years). If you have been certified and your certification expires, you must apply for and be re-certified before you can get credit again.
NOTE:
Human resources experience is that experience gained in an office whose sole responsibility is the administration of a comprehensive personnel program including many if not all of the following programs: recruitment, selection and placement; training; equal employment opportunity; disciplinary and grievance proceedings; classification and wage; payroll; and employee relations OR experience gained in an office whose sole responsibility is the administration of one aspect of a comprehensive personnel program, such as training, payroll, or equal employment opportunity.
