FUNCTION OF WORK:
To prepare and evaluate extremely complex plans, specifications, and cost estimates for various recreational areas, historic sites, interpretive centers, preservation areas, building renovation and design, roads and easements, infra-structure, and multiple use facilities within a major state agency.

SUPERVISION RECEIVED:
General from a Facility Project Supervisor. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
Functional over contractors, consultants, engineering technicians, specialists and drafting technicians.

JOB DISTINCTIONS:
Differs from Facility Project Planner 2 by the presence of oversight of extremely complex project assignments.

Differs from Facility Project Supervisor by the absence of direct supervision.

Designs and is responsible for major landscape architectural, architectural, and engineering design projects.

Evaluates statewide construction, renovation, and maintenance needs and assists in the preparation of long-range action plans for the acquisition and development of sites, facilities, and property.

Acts as project manager on construction of major landscape architectural, architectural, engineering, and other design (interior exhibits) projects.

Evaluates potential agency land acquisitions and recommends the best site through analysis and research presented in feasibility reports.

Designs and drafts plans and writes specifications for various in-house construction projects; bids the project; and supervises construction. Such plans include small building plans, renovation plans, basic utility plans, interpretive exhibit plans, planting plans, and road and parking plans. Supervises construction and approves payments to the building contractor.

Prepares Capital Outlay budget requests including needs assessment, feasibility justification, cost estimates, and preliminary construction program.

Advises the agency in the selection of design consultants, such as engineers, architects, landscape architects, planners, and exhibit designers.

Performs periodic surveys of existing facilities. From these surveys, suggestions are made to upgrade these facilities to meet current and future demands.

Responds to public complaints and/or requests to maintain an efficient and beneficial relationship between the public and the agency.

Manages design contracts with professional consultants. This includes preparing the final construction plans, monitoring work schedules, and reviewing and approving requests for payment. Represents the agency on construction inspections and acceptance of work.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Five years of experience in landscape architecture, architecture, engineering, or interior design; OR

A bachelor's degree in landscape architecture, architecture, engineering, or interior design plus two years of experience in landscape architecture, architecture, engineering, or interior design; OR

A current Louisiana license in landscape architecture, architecture, engineering, or interior design plus two years of experience in landscape architecture, architecture, engineering, or interior design.
