FUNCTION OF WORK:To serve as an assistant to the Retirement Benefits Administrator of a statewide retirement system or to manage the retirement department of a statewide retirement system.
LEVEL OF WORK:SUPERVISION RECEIVED:Broad direction from the Retirement Benefits Administrator or unclassified executive.
SUPERVISION EXERCISED:Direct over managers and/or appropriate level supervisors.
JOB DISTINCTIONS:Differs from Retirement Benefits Manager by the presence of responsibility for serving as an assistant to the Retirement Benefits Administrator.
Differs from Retirement Administrator by the absence of full administrative responsibility for the Retirement Benefits and Membership Divisions.

Manages multiple functional units within the member services areas of statewide retirement systems by supervising the work of subordinate managers and their supervisors.
Monitors budget expenditures.
Oversees planning and coordination of staff orientation, training and education.
Reviews and composes correspondence relating to multifaceted provisions of system laws, policies, and regulations.
Writes, implements and monitors policies and procedures for all divisional processes and establishes standards for quality assurance.
Plans and projects personnel, budgetary, equipment and space needs. Compiles data and provides recommendation for administrative review and consideration.
Develops goals and performance standards on the various processes for staff. Creates and monitors productivity reporting criteria for all units relative to the various processes.
Reviews current legislation and provides recommendations for changes.
Amends system board and committee meetings as well as legislative committee meetings.
May serve as a liaison between division and executive management for special projects.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:
Eight years of experience in employee benefits; OR
Six years of full-time experience in any field plus five years of experience in employee benefits; OR
A bachelor's degree plus five years of experience in employee benefits; OR
A Certified Retirement Counselor (CRC) or Certified Employee Benefit Specialist (CEBS) designation plus four years of experience in employee benefits.
EXPERIENCE SUBSTITUTIONS:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
