FUNCTION OF WORK:
To prepare highly complex appraisals for properties affected by transportation projects, as well as to serve as a reviewer of reports completed by other appraisers.

OR

To provide programmatic oversight as the sole specialist of a statewide right of way program.

LEVEL OF WORK:
Advanced

SUPERVISION RECEIVED:
Broad from a Right of Way Supervisor or Right of Way Manager. Alternative reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:
May provide functional supervision over lower-level Right of Way personnel and/or consultant personnel.

JOB DISTINCTIONS:
Differs from Right of Way Agent 4 by the presence of statewide responsibility for a Right of Way Program.

Differs from Right of Way Appraiser 4 by the presence of responsibility for appraisals of Special Purpose properties and the review of staff appraisal reports.

Differs from Right of Way Supervisor by the absence of supervisory responsibility.

RIGHT OF WAY APPRAISER OPTION
Determines budgetary requirements for right of way projects through the review of cost estimate studies performed by staff.

On a project basis, trains lower-level appraisers by monitoring all subject property inspections for appraisals and other work assignments.

Develops scope of work criteria for staff assignments for appraisal and non-appraisal related job duties.

Gathers all project data and answers any questions regarding project development. Maintains project status on agency information systems.

Reviews cost estimates completed by staff appraisers and provides input into lower-level appraisal staff evaluations.

Reviews appraisal reports performed by appraisal staff to ensure appraisal valuations are realistic and well documented, in keeping with market value, and in compliance with Federal and State regulations.

Reviews excess right of way and uneconomic appraisal reports completed by staff for accuracy in determining fair market value for disposal of state owned properties.

Reviews Joint Use Agreement appraisals completed by staff for accuracy in determining market rental rates and values for the lease agreements of agency-owned property.

Reviews feasibility studies and market analysis reports completed by staff for accuracy in determining economic viability of proposed projects.

Determines just compensation of real estate and real property rights according to law.

May represent the agency as an expert witness in court for expropriation proceedings.

Consults with other entities, such as parish governments and federal authorities, in their acquisition of property.

RIGHT OF WAY AGENT OPTION
Provides program management responsibilities on a statewide basis for a right of way program.

Provides functional supervision and guidance to field staff, which may include lower-level Right of Way Agents and consultant personnel.

Ensures that field staff comply with applicable laws, policies and procedures; advises consultants in the performance of their duties.

Reviews all vouchers and supporting documentation for payments.

Investigates and develops written recommendations for approval or denial of all appeals for the assigned program. Provides recommendations on advisory services appeals to the Right of Way Administrator.

Develops, reviews, and approves plans for the assigned right of way program.

Develops, maintains, and administers Quality Assurance and Quality Control measures for the assigned right of way program.

Oversees activities of the assigned right of way program; provides technical guidance to local officials and others as needed.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
APPRAISER OPTION:
Possession of a current Louisiana Certified General Appraiser license plus one year of experience as a licensed General Appraiser.

AGENT OPTION:
Seven years of experience in property rights acquisition, real estate acquisition, real estate property management, relocation assistance, or real estate appraisal; OR

Six years of full-time experience in any field plus four years of experience in property rights acquisition, real estate acquisition, real estate property management, relocation assistance, or real estate appraisal; OR

A bachelor's degree plus four years of experience in property rights acquisition, real estate acquisition, real estate property management, relocation assistance, or real estate appraisal.

EXPERIENCE SUBSTITUTION (AGENT OPTION ONLY):
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
