FUNCTION OF WORK:To plan, implement, manage, monitor and evaluate comprehensive and multi-faceted statewide highway safety related programs and projects, and to provide technical assistance to contracted agencies and individuals.

To direct the budget development and monitoring activities for the LHSC or DOTD; plan, implement, manage and monitor all fiscal aspects of comprehensive and multi-faceted non-construction statewide highway safety programs.
LEVEL OF WORK:SUPERVISION RECEIVED:Broad review from the LHSC Program Coordinator 3, unclassified LHSC Executive Director, or DOTD Highway Safety Administrator.
SUPERVISION EXERCISED:Functional supervision over multiple statewide program areas, contracted agencies and individuals. May have indirect supervision over the LHSC Information Technology Liaison Officer.
JOB DISTINCTIONS:Differs from the LHSC Program Coordinator 1 by the presence of the complexity of functional supervision over multiple statewide program areas, contracted agencies and individuals.
Differs from the LHSC Program Coordinator 3 by the absence of responsibility for acting with total authority over all LHSC functions in the absence of the unclassified LHSC Executive Director or acting with total authority over all DOTD non-construction highway safety functions in the absence of the DOTD Highway Safety Administrator.

PROGRAM MANAGER OPTION:
Develops, implements, evaluates and revises LHSC or DOTD Highway Safety policies that affect how statewide highway safety programs are developed, managed and evaluated.
Interprets complex and technical federal and state laws and regulations governing the expenditure of federal highway safety funds for implementation of statewide programs and projects.
Plans, develops, manages, negotiates, implements, and evaluates a myriad of comprehensive statewide traffic safety projects and programs including programs that include various aspects of highway safety as stated in Louisiana's Strategic Highway Safety Plan, DOTD Highway Safety Improvement Program (HSIP) or the DOTD Highway Safety Section Strategic Plan.
Plans, develops, implements and revises the programs and projects included in the annual statewide Highway Safety Plan (HSP), DOTD Highway Safety Improvement Program or the Louisiana Highway Safety Strategic Plan.
Consults with representatives of the U.S. Department of Transportation - National Highway Traffic Safety Administration (NHTSA) or Federal Highway Administration (FHWA) on a regular and recurring basis, regarding the development, implementation and evaluation of the projects and programs included in the annual LHSC HSP, DOTD Highway Safety Improvement Program (HSIP), Louisiana Highway Safety Strategic Plan and the management of the federal funding received from NHSTA or FHWA.
Coordinates with the Louisiana Highway Safety Commission, Louisiana State Police, Operation Lifesaver, Federal Highway Administration, Federal Motor Carrier Administration, National Highway Traffic Safety Administration, and other safety advocacy groups on all non-construction highway campaigns and programs.
Plans, develops and revises the LHSC Highway Safety Program Annual Report outlining highway safety activities to the Governor, state legislators, NHTSA, and various state and local agencies.
Coordinate with the Metropolitan Planning Organizations (MPO) to ensure that highway safety is considered in the Transportation Improvement Plan (TIP) and the Long Range Transportation Plans.
Provides guidance, direction, and supervision over the planning and development of highway safety programs at the state, regional, and local level and ensures Safety Conscious Planning is considered at the MPO level.
FINANCIAL MANAGER OPTION:
Develops, manages, performs and reviews all fiscal management functions.
Develops state and federal fiscal year budget requests based on appropriated NHTSA and Louisiana State Government General Funds.
Prepares the annual LHSC Operational Plan, and develops quarterly progress reports on those performance indicators in the Operational Plan and HSP and submits reports to the Louisiana State Budget Office.
Prepares year-end close out reports for both federal and state fiscal years for contracted projects and programs, and ensures that any unexpended appropriated funds are re-obligated into the next federal or state fiscal year.
Reviews contracted agencies' purchase requisitions to ensure funds are budgeted and that purchases are allowable in accordance with federal and state laws and contract provisions.
Ensures that proper receiving reports are provided and property tag numbers are assigned for equipment purchases, and develops inventory policies and procedures for the disposition of federally funded property.
Develops, maintains and manages the LHSC administrative funds.
PUBLIC INFORMATION OPTION:
Serves as principal assistant for all public information functions to the LHSC Executive Director or DOTD Highway Safety Administrator. Develops, plans, implements and evaluates LHSC or DOTD public information policies that support the development, management and evaluation of statewide highway safety programs.
Oversees the preparation and dissemination of news releases and fact sheets to statewide media representatives. Prepares and conducts press conferences involving federal officials, legislators, various statewide traffic safety organizations and media representatives.
Solicits and reviews public information programs and projects from statewide areas that are identified as having systemic traffic safety problems. Ensures that public information programs accepted for LHSC or DOTD funding meet established problem identification criteria, federal and state laws and requirements, and are compatible with the overall statewide traffic safety program.
QUALIFICATION REQUIREMENTS:MINIMUM QUALIFICATIONS:
Five years of experience in highway safety-related programs, administrative services, law enforcement, or engineering; OR
Six years of full-time work experience in any field plus two years of experience in highway safety-related programs, administrative services, law enforcement, or engineering; OR
A bachelor's degree plus two years of experience in highway safety-related programs, administrative services, law enforcement, or engineering; OR
An advanced degree in business administration, public administration, public relations, criminal justice, law, engineering, or statistics plus one year of experience in highway safety-related programs, administrative services, law enforcement, or engineering.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
