FUNCTION OF WORK:
To administer statewide programs that provide child welfare services to children and families.

LEVEL OF WORK:
Administrator

SUPERVISION RECEIVED:
Broad from a Deputy Assistant Secretary or other agency administrator.

SUPERVISION EXERCISED:
Direct over Child Welfare Managers and/or other equivalent-level professionals.

JOB DISTINCTIONS:
Differs from Child Welfare Manager 2 by the presence of responsibility for statewide Child Welfare programs with the largest scope and/or highest degree of impact.

EXAMPLES OF WORK:

Formulates current and long range plans and policies for the assigned programs and coordinates the scheduling of assignments for subordinate staff based on agency priorities.

Meets with governmental officials, private individuals and professionals.

Guides regional and parish offices statewide in the implementation of and adherence to federal and state statutes and agency policy in the child welfare programs.

Analyzes the impact of federal and state legislation and administrative policy in assigned program areas and advises other administrative officials; prepares position papers, presents oral testimony at hearings, and assists in the drafting of legislation and/or policy in related programs.

Assists in providing direction to regional and parish administrators in preparing budget requests, monitors expenditures and develops projections on monetary expenditures within a given fiscal year.

QUALIFICATION REQUIREMENTS:
MINIMUM QUALIFICATIONS:
Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:

Eight years of experience in child welfare; OR

Six years of full-time work experience in any field plus five years of experience in child welfare; OR

A bachelor's degree plus five years of experience in child welfare; OR

An advanced degree in a social science or behavioral health field, nursing, or a juris doctorate plus four years of experience in child welfare.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NECESSARY SPECIAL REQUIREMENT:
Possession of a high school diploma or equivalent.

A current driver's license and access to a personal vehicle.
